Zion, Illinois 60099

Dear George:

The Waukegan Regional Airport has not adopted any expansion plans since submission of last year's update letter.

We are currently reviewing a draft Airport Layout Plan report which addresses future airport development. We will be adopting a new plan within the next year.

I will send you an updated 5010 Report as soon as I receive it from the FAA.

Very truly yours, s s

~ III. Modificatirns. Tests and Experiments The unit two refueling outage that started in September 1985 ended in January 1986. Fuel was loaded in 1985.

Unit one refueling outage started -in September 1986, fuel was loaded in 1986. It does not required any changes to the facility as described in the FSAR.

Twelve modifications were completed and verified to operate properly.

The modifications are:

~

1-79-056 Install stack sampler to provide gas monitoring.

1-80-040 Modify Eberline Stack Monitor for High Level Iodine '-

1-84-035 Replace Reactor Containment Fan Cooler Coils 2-84-035 Replace Reactor Containment Fan Cooler Coils 1-84-040 Switch Reactor Fan Cooler Dampers To One Flow Path 2-84-040 Switch Reactor Fan Cooler Dampers To One Flow Path 1-80-041 Install Rad-Monitor On Each Steam Generator Header 2-80-040 Modify Eberline Stack Monitor For High Level Iodine 2-82-035 Replace Main Steam Isolation Valve Actuators With Environmental ,

Qualified Actuators.

1-84-004 Modify Reactor Trip Breakers Per Nuclear Regulatory Requirements 2-84-004 Modify Reactor Trip Breakers Per Nuclear Regulatory Requirements 2-84-074 Changed High Pressure Fittings On Seal Table There were no experiments conducted V. Challenges to primar; system PORV and Safety Valves:

At 1547 on January 3,1986 Unit 2 was shut down for a refueling outage and the Reactor coolant system was fil. led solid with no' bubble in the pressurizer. A momentary fluctuation of output of inverter power supply bus 213 (cause unknown) caused the charging flow control valve, 2VC-FCV121, to fail to the 20% demand position, and also caused 1 2MOV-RH8701 the RHR pump suction isolation valve to fail closed. This '

increased charging flow from 39 to 190 gpm, and isolated letdown flow ,

I resulting in lifting of the pressurizer Power Operated Relief Valves (PORVs).

While investigating the cause, bus 213 was again deenergized and the l PORVs again lifted. The cause of the bus output fluctuation is currently unknown.

The health and safety of the public were not affected.
