Gentlemen:
This refers to the routine safeguards inspection conducted by
Messrs. G. Pirtle, T. Madeda, and J. Kniceley of this office on March 2-10,
1987, of activities at LaSalle County Station, Units 1 and 2, authorized by
NRC Operating Licenses No. NPF-11 and No. NPF-18 and to the discussion of
our findings with Mr. G. J. Diederich at the conclusion of the inspection.
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.
During this inspection, certain of your activities appeared to be in violation
of NRC requirements, as specified in the enclosed Notice. A written re ponse
is required.
Section 7.b of the Report Details discuss commitments in reference to the
security lock and key program.
Flease advise us in writing within 30 days
after receipt of this report if our understanding of your commitments is
incorrect.
Security management concerns are noted in Section 5 of the Report Details.
The lack of aggressive management attributed to the violations noted
pertaining to lighting and vital area barriers.
Areas examined during this inspection concern a subject matter which is exempt
from disclosure according to Part 73, Title 10, Code of Federal Regulations,
Section 73.21(c)(2).
This information must be handled and protected in
accordance with the provisions of 10 CFR 73.21. Consequently, the enclosure
to this letter, our report of the inspection, and your response to the
violations identified in the enclosure to this letter will not be placed in p[
the NRC Public Document Room. Therefore, your statement of corrective action
j
regarding the violations identified in the enclosure should be submitted as
a separate enclosure to your transmittal letter in the manner prescribed.
)
The responses directed by this letter and the accompanying Notice are not
subject to the clearance procedures of the Office of Management and Budget
as required by the Paperwork Reduction Act of 1980, PL 96-511.
