l The NRC Sy-tematic Assessment of Licensee Performance (SALP) Board has

! completed its periodic evaluation of your McGuire and Catawba facilities.

i Catawba and McGuire were evaluated for the period of August 1,1987, through  !

l July 31, 1988. The results of the evaluation are documented in the enclosed l

l

SALP Board Reports. These reports will be discussed with you at McGuire on i

i October 20, 1988, and at Catawba on October 21, 1988. I

The performance of your McGuire and Catawba facilities was evaluated in the l

functional areas of plant operations, radiological controls, maintenance / l

surveillance, emergency preparedness, security, engineering / technical support l

, and safety assessment / quality verification. l

l The engineering / technical support and safety assessment / quality verification l

categories are new functional areas that have been added to the SALP. The new .

categories explore events and problems relative to plant design, modification

implementation, testing and evaluation of problems that occurred during the

l evaluation period.

Strong management leadership and active participation were evident at both

l sites, the conduct of activities showed a proper concern for nuclear safety, and

L the sites achieved a satisfactory level of operational safety.

The Catawba site is maturing as was evidenced by the improvement in operating

performance of Unit One. However, the high reactor trip rate of Unit Two and

the continuing personnel errors and procedural adherence problems deserve

enhanced management attention. Some equipment problems have persisted and have

contributed to the majority of the reactor trips during the period. Several

significant maintenance issues identified during this period received the

appropriate level of managcment attention and support, and the corrective

actions taken were effective. Engineering / technical support is improving and

can contribute to an improvement in overall plant performance. The site

performance indicator program should improve the overall area by focusing

management attention on problem areas.

The McGuire site has continued its improvement in operation's performance, as

evidenced by the improved capacity factors and reduced forced outage rates for

both units. Procedural adequacy and compliance problems were still occurring,

but management is pursuing improvement. The radiological controls area needs

attention particularly in the areas of dose reduction and noble gas levels in

'

the auxiliary building. The performance group has made improvement in trending

of system and component performance. The on-line testing of heat exchangers

will greatly enhance the coordination of cleaning / maintenance activities.

, Emergency preparedness performance has continued at its high caliber of the

last SALP period. Plant management should better coordinate the technical

staff to assist operations. Event root cause analysis needs improvement as

corrective actions have been event specific without programatic application.

Any coments you have concerning our evaluation of the performance of your

facilities should be submitted to this office within 30 days following the date

of our meeting at your McGuire and Catawba facilities. Your coments, a

summary of our plant specific meetings, and my disposition of your comments l

will be issued as appendices to the enclosed SALP board reports.
