REQUESTS FOR WITHHOLDING INFORMATION FROM PUBLIC DISCLOSURE -

V. C. SUMMER NUCLEAR STATION, UNIT NO. 1 I At an October 6, 1988 meeting at the NRC Headquarters in Rockville, Maryland, your consultant, Westinghouse Electric Corporation, headed by Mr. Warren Bamford, and renbers cf your staff made a presentation on behalf of the South Carolina Electric & Gas Company (SCE&G) with respect to the response to NRC Bulletin 88-08, "Thermal Stresses in Piping Connected to Reactor Coolant Systems." Part of the presentation consisted of a handout. It was indicated at the beginning of the presentatien by Mr. Bamford that portions of the handout were considered proprietary by Westinghouse and the pages were marked as such. Your ccmpany has submitted neither an application, nor an affidavit l supporting the application, which requests that portiens of the handout be considered proprietary in accordance with 10 CFR 2.790. However, in the l

interest of time we would like to provide you a preliminary determination as to whether the inforniation contained in your handout should be considered as trade secrets or proprietary comercial information.

One of the reasons considered for keeping information exempt from public disclosure is that the information is not available in the public domain. Our l

review of the proprietary portions of the handout indicates that some of the l information has already been submitted on the V. C. Sumer docket or on the cocket of other operating ruclear power plants and is already in the public demain. Our preliminary evaluation of the remaining inferration would indicate that public disclosure would not likely cause substantial harm to the cospett-tive position of Westinghouse because it would not appear to result in the simplification of design and evaluation tasks for its coepetitors.
