Directors of Congressional and Public Affairs report to the Chairman and coordinate with the Director of GPA.

0116-02 FUNCTIONS Administers and coordir.ates programs to establish and maintain good communi-cations and working relationships between the NRC and other governmental and public constituents.

Specifically, the Office:

021 Provides advice and assistance to the Chairman, Commission, and NRC staff on all NRC relations with Congress, State and local governments,  !

Indian Tribe organizations, the international nuclear community, the State Department, the news media, and the public.

022 Serves as primacy contact for policy matters between the NRC and other governmental and public groups, developing policies for Commission consideration on how NRC should effectively interact with these groups.

023 Keeps the agency apprised of other governmental and public groups' activities as they may affect NRC and conveys to NRC management these groups' views toward NRC policies, plans, and activities. >

024 Develops policies, programs, and procedures for Commission consideration for informing the public of NRC activities.

025 Prepares, clears, and . disseminates information to the public and news media concerning NRC policies, programs, and activities.

026 Maintains liaison with Congressional Committees and key members of Congress on matters of interest to NRC; coordinates NRC internal activities with Congress.

ORGANIZATION AND FUNCTIONS N R C-0116-027 OFFICE OF GOVERNMENTAL AND PUBLIC AFFAIRS 027 Participates in NRC's legislative program and keeps NRC informed of legislative proposals, bills, and hearings in Congress that could affect NRC.

028 Develops policy on and administers the State Agreements Program, pursuant to Section 274 of the Atomic Energy Act of 1954, as amended, whereby qualified States assume responsibility for the regulation of certain nuclear materials; assures State Agreements Program compatibility ,

with NRC regulatory program. l 029 Consults and maintains liaison with State and local governments, interstate organizations, Indian Tribes, Federal agencies, quasi-governmental organizations, and other NRC offices for the development, coordination, and implementation of cooperative intergovernmental policies, plans, and programs, on nuclear-related matters.

0210 Provides training for State and local government personnel in radio- l logical health and regulatory practices; participates in policy matters on State Public Utility Commissions.

0211 Formulates and recommends policies concerning nuclear exports and imports, international safeguards, and physical security and nonproliferation matters in coordination with NMSS as necessary.

0212 Plans, develops, and implements international nuclear safety exchange programs; maintains working relations with foreign nuclear safety agencies, international nuclear organizations, and involved U.S. Government agencies; and provides general liaison with other NRC offices having interest or responsibility in areas of international cooperation.

0213 Receives and in coordination with NMSS reviews applications for, and as appropriate issues, export and import licenses, as the Commission directs; obtains and evaluates information from other NRC and U.S. Govern-msnt offices in consideration of license applications.

0116-03 DELEGATION OF AUTHORITY TO THE DIRECTOR The Director is authorized and directed to:

031 Take such action as is necessary to carry out the function assigned by this chapter or other official directives or communications, subject to the limitations prescribed therein. (Delegations of authority for specific action and applicable limitations are contained in manual chapters or other directives covering specific subjects. In addition, delegations of authority for actions not within the scope of other manual chapters or other directivu are given in succeeding paragraphs in this section.)

032 Take action to:

b. issue, review, amend, deny, or g rant. exemptions from NRC regulations for import and export licenses of all nuclear facilities and source, byproduct, and special nuclear materials as required by the Atomic Energy Act of 1954, as amended, in accordance with NRC

. regulations and Commission policy and direction.

0116-04 REDELEGATION OF AUTHORITY BY THE DIRECTOR l

The Director may, except ' where expressly prohibited, redelegate to others

! authority delegated to the Director by this .or other official directives or communications, subject to the limitations stated below - and to such other stipulations as the Director may deem necessary.

041 Such redelegation must be made in writing and a copy filed with the Secretary of the Commission, the Executive Director for Operations, the 1 General Counsel, the Office of Administration and Resources Management, and the Office of Personnel.

042 The Director must stipulate any limitations' on further redelegations of authority which the Director redelegates.

l PART ll l DISTRIBUTION OF FUNCTIONS A. THE DIRECTOR:

Establishes and maintains good communications and working relationships between the NRC and other governmental and public constituents. Pro-vides advice and assistance to the Chairman, Commission, and NRC staff on all NRC relations with Congress, State and local governments, Indian Tribe organizations, and the international nuclear community, the State Department, the news media, and the public. Serves as primary con-tact on policy matters between the NRC and these external groups, devel-oping policies for Commission consideration on how NRC should effec-tively interact with these groups. Keeps the agency apprised of these groups' activities as they may affect NRC and conveys to NRC management these groups' views toward NRC policies, plans, and activities. Admin-isters the State Agreements program. Issues export and import licenses and participates in formulation of policies on non proliferation issues, international safeguards, and physical secteity in coordination with NMSS, as appropriate.

B. THE DIRECTOR, CONGRESSIONAL AFFAIRS:

Under the direction of the Chairman, as principal executive officer and spokesman for the Commission, and coordinating with the GPA Director, communicates with Congressional oversight committees, other committees,  !

and individual members of Congress as appropriate, pursuant to Section j 303 of the Atomic Energy Act of 1954, as amended, to keep Congress fully 1 and currently informed on NRC plans, policies, and activities and to reply to all Congressional requests and inquiries. Specifically, the organization:

1. Provides the. Chairman, other Commissioners, the Executive Director j for Operations (EDO), GPA Director, and NRC staff with advice and co 1sel concerning reidtions with Congress and keeps NRC currently a' 1 fully informed on the views of Congress toward NRC policies, plans, and activities.

2. Coordinates all official contacts for the Chairman, other Commissioners, and EDO, and NRC staff with members of Congress, i their committees, and their staffs.
3. Serves as the liaison with the NRC oversight Committees, other Congressional committees, as appropriate, and individual members of Congress with respect to matters of interest and concern to NRC.

committees.

5. Transmits routine communicvions to Congress including notifications of proposed rulemakings, r ta and revised regulatory guides, announ-cements of regulatory actions, studies, reports, public documents, and other items of a routine nature; prepares, c;irect responses to routine Congressional requests and inquiries, when appropriate and with the concurrence of the Executive Director for Operations.

G. Coordinates internal NRC activities which bear directly on NRC relations with Congress including, but not limited to, all hearings and attendance before the Congress by all NRC personnel; drafting testimony; editing hearing transcripts; and preparing supplemental materials, correspondence, and announcements.

7. Monitors all legislative proposals, bills, Congressional hearings, debates, and other activities of potential interest and concern to NRC and advises the Chairman, other Commissioners, GPA Director, and the staff, as appropriate.
8. Participates in planning and developing NRC's legislative program in close cooperation with the Office of the General Counsel (OGC);

coordinates with OGC concerning responses to legislation submitted i to the NRC for comment; coordinates with the Office of Administra- l tion and Resources Management, as appropriate, to assure effective )

legislative liaison in financial management activities; and coordi-nates with the EDO in that Office's provision of primary liaison with the General Accounting Office.

9. Represents the Cdmmission, as appropriate, in conferences and meetings with Members of Congress and their staffs and arranges for appearances for NRC representatives before Congressional Committees.
10. Coordinates internal NRC activities and arrangements for visits, tou rs , notifications, presentations, briefings, and other activities with individual members of Congress or Congressional committees and their staffs, designed to inform them more fully of the role and activities of NRC and significant events.
11. Develops and establishes records, policies, and procedures necessary for the effective conduct of NRC relations with Congress, and pro-vides for monitoring the status and timeliness of NRC's responses to Congressional correspondence.

1. Provides advice to the Chairman , as official spokesman for the Commission, the Commission, GPA Director, and the Executive Director for Operations on public affairs and consumer affairs matters.
2. Develops policies and procedures for the Chairman's approval on the dissemination of information to the public and the news media con-cerning NRC policies, programs, and activities.
3. Identifies for the Chairman, the Commission, GPA Director, and the Executive Director for Operations, requirements for public state-ments, including their substance, timing, and method of delivery.
4. In consonance with the guidance and decisions of the Chairman, directs and guides the preparation and public issuance of informa-tion originating in NRC; performs similar functions for information submitted to NRC, except for material covered under the Freedom of Information Act.
5. Provides the Chairman, the Commission, GPA Director, the Executive  ;

Director for Operations, and NRC staff with information on external (

activities which might affect NRC interests. l

6. Provides advice and assistance to other governmental agencies and to l interdepartmental, intergovernmental, and international committees, I boards, and similar organizations on matters concerning the prepara-tion and dissemination of public information relating to or affect-ing NRC programs or policies.
7. Develops and administers public information programs for:
a. Providing information on NRC policies, programs, and activities (

to the mass communications media.

b. Providmg publications, speakers, or other assistance in respoi.se to requests from the public.
c. Providing workshops, seminars, and lecture series for use by such organizations as civic groups and educational institutions i and the press.

8. Reviews and is consulted on any decision by NRC staff to deny requests from newsmen for unclassified or declassified nonprivileged infcrmation.
9. Plans, directs, and coordinates the activities of public information staffs locateo at Regional Offices.

D. THE DIRECTOR, STATE, LOCAL, AND INDIAN TRIBE PROGRAMS:

Under the direction of the GPA Director, plans ar.d directs a program of NRC cooperation with States, local governments, interstate and Indian Tribe organizations, and others, related to nuclear regulatory matters of mutual interest. Recommends policies for Commission consideration con-cerning State relations including State Public Utility Commission matters.

Maintains liaison with State, Indian Tribe and interstate organizations, Federal agencies, and quasi-governmental and private organizations, as well as with other NRC offices on State-related matters. Coordinates and concurs in all assignment of personnel authorized by the Intergovern-mental Personnel ities of State Act. Plans, programs staff indirects, coordinates,3and Headquarters approves the activ-and he Regions.

1. THE ASSISTANT DIRECTOR FOR STATE AGREEMENTS PROGRAM:
a. Negotiates, implements, and manages the State Agreements program under the provisions of Section 274 of the Atomic Energy Act of 1954, as amended.

b. Monitors the State Agreements program to evaluate its !

compatibility with the NRC regulatory program and adequacy to {

protect the public health and safety. j

c. Provides and coordinates training and technical assistance to Agreement States.
d. Participates in formulation of policy regarding NRC/ Agreement State and intergovernmental activities.
e. Provides support and guidance to other NRC Offices, such as NMSS, whose functional responsibilities require liaison with Agreement States.
2. THE ASSISTANT DIRECTOR FOR STATE, LOCAL AND INDI AN RELATIONS:
a. Manages administrative and contractual programs for coordinating and integrating State and Federal regulatory activities involving the licensing of nuclear facilities and the control of radioactive materials.

b. Maintains liaison with and provides appropriate support to State, interstate, regional, Indian, and quasi-governmental organizations, as well as Federal agencies, regarding nuclear
regulatory matters.
c. Maintains an information exchange and analysis program on

d. Participates in the formulation of policy regarding NRC/ State and intergovernmental activities and licensee activities.

E THE DIRECTOR, INTERNATIONAL PROGRAMS:

Under the direction of the GPA Director, plans and administers activities necessary to the conduct of programs of cooperation with foreign coun-tries and international organizations and to the fulfillment of responsi-bilities for export and import licensing actions, international safe-guards and security, and nonproliferation matters (in coordination with NMSS and otht.r Offices, as appropriate).

1. THE ASSISTANT DIRECTOR FOR INT ERN ATION A L COOPER ATION :
a. Plans, develops, and implements international exchange programs and working relationships with foreign nuclear safety agencies, international nuclear organizations, and involved U.S.

government agencies; provides general liaison with other NRC Offices having intere'st or responsibility in areas of interna-tional cooperation.

b. Develops policies for Commission consideration in the areas of international cooperation.
c. Coordinates visits for foreign nationals to NRC and NRC foreign travel, including advice and recommendations on NRC foreign travel and expenditures from NRC representational funds.
d. Coordinates the representation of NRC Offices in consultations and overall liaison on international cooperation matters with other U.S. government agencies (including interagency groups),

, U.S. firms and organizations, foreign countries, and groups l and organizations having an interest in this area; represents l

the NRC within the areas of assigned responsibility.

e. In coordination with appropriate U.S. government agencies and NRC Offices, arranges for provision of expert NRC assistance
