REQUEST FOR ADDITIONAL INFORMATION FOR SEABROOK STATION, UNITS 1 AND 2, OPERATOR REQUALIFICATION PROGRAM The enclosed Request for Additional Infomation (RAI) includes our review of the Licensed Operator Requalification Program for Seabrook Station, Units 1 and 2. We prepared this RAI after having reviewed your program in Amendment 55 of the Final Safety Analysis Report (FSAR). Please provide us a date by when you will respond to this RAI.

Enclosure REQUEST FOR ADDITIONAL INFORMATION SEABROOK STATION, UNITS 1 AND 2 DOCKET NOS.: 50-443 AND 50-444 LICENSED OPERITOR REQUALIFICATION PROGRAM

1. Discuss the certification completed pursuant to Sectioil 55.33(a)(4) and (5) of 10 CFR Part 55. Provide the title of the individual who will certify the eligibility of individuals for r.enewal of license. (Ref.

Enclosure 1 of H. R. Denton's March 28, 1980 letter, Section A 3).

2. Provide a detailed training program for mitigating core damage (Item I.A.2.1 of NUREG-0737 in accordance with the guidance as specified in Enclosure 1(C)(1) of H. R. Denton's letter dated March 28, 1980.
3. Accelerated training should be provided on a timely basis in the area (s) where licensed personnel exhibit deficiencies. We therefore request you modify your program to state that licensed personnel will be suspended from licensed duties when:

a) Overall grade on the annual written examination is less than 80%

overall and less than 70% in a category.

b) Annual oral examinations or evaluations made by supervisors and/or training staff members of the performance and competency of licensed personnel during actual or simulated abnormal and emergency conditions clearly indicate the need for accelerated training.

Waiver of suspension from licensed duties will be considered if the Seabrook Performance Review Board reviews the licensed individual's past performance, evaluates deficiencies and recommended training program before waiving suspension of iicensed duties. The evaluation shall be completed within seven working days of the original findings. Accelerated training and reexamination must be completed within 30 days of the Board's recommendations.

4. As part of the requalification program annual evaluation, will an oral j examination be provided to all individuals in the program? I
5. In maintaining proficiency, licensed operators will ac'tually manipulate the controls and licensed senior operators will either manipulate or actively supervise manipulation of the controls. Please specify the timeframe with which proficiency must be maintained (e.g. one 8-hour shift per month.

6. Some items suggested for inclusion on the annual written examination by ANSI /ANS 3.1-1981 have not been mentioned. It is requested that information be provided as to whether they are in fact topics to be considered in the annual evaluation.

(1) Normal, abnormal, and emergency operating procedures; i

(2) Operating philosophy, use of procedures, shift and relief turnover, and verification of system status; and (3) Responsibilities during emerr,ency conditions, f 7. Is the review of the content of all abnormal and emergency procedures conducted annually as suggested on page 13.2-10a of your submittal, or will this be reviewed on a more frequent, regular basis?

8. Discuss record retention requirements to meet 10 CFR Part 55, Appendix A.
