SUBJECT:
THREE HUNDRED FOURTH MEETING OF THE ADVISORY COMMITTEE ON REACTOR SAFEGUARDS, AUGUST 8-10, 1985 304th ACRS Meeting The Committee met with representatives of the NRC Staff and Georgia Power Company (the Applicant), acting on behalf of itself and as agent for the Municipal Electric Authority of Georgia, the Oglethorpe Power Corporation, and the l'ty of Dalton, Georgia to review the application for licenses to operate the Vogtle Electric Generating Plant, Units 1 and 2.
The Committee met with representatives of the Southern California Edison Company (Licensee) and the NRC Staff to review the results of Phase II of the Systematic Evaluation Program as it has been applied to the San Onofre Nuclear Generating Station, Unit 1.
The Committee met with representatives of the NRC Staff and the Seismic Qualification Utilization Group to review the status of the NRC Staff proposed resolution of USI A-46, Seismic Qualification of Equipment in Operating Plants.
The Committee discussed its role in advising the NRC on matters pertaining to the civilian high-level radioactive waste management program.
The Committee discussed the adequacy and success of the INP0 program to assist commercial nuclear power plant licensees in the implementation of improved radiation protection programs.
The Comittee discussed the status of ACRS activities on long range planning which have been in progress for the last several months to assist the Comission with its long range planning efforts.
Reports on the subjects noted above have been sent to you.
The Committee met with representatives of the NRC Staff to review the April 12, 1985 draft version of the NRC Maintenance and Surveillance Program Plan.
The Committee discussed a method being developed by IDCOR for systematic analysis of operating plants,

The -Committee met with representatives of the NRC Staff, the Brookhaven
~ National Laboratory, and the General Electric Company (GE) to continue review of the application of GE for a forward-looking Final Design Approval for the GESSAR II design.

Scram System Reliability, in Washington, D.C. on July 17, 1985 to discuss reactor protection system and scram breaker reliability.
Vogtle Electric Generating Plant, Units 1 and 2, in Augusta, Georgia on July 18-19, 1985 to begin review of Georgia Power Company's application for an operating license for Vogtle, Units 1 and 2 Joint Waste Management and Procedures and Administration, in Washington, D.C. on July 30, 1985 to discuss the ACRS role in the Civilian High-Level Radioactive Waste Management Program Reactor Radiological Effects, in Washington, D.C. on July 31, 1985 to review INPO's Radiation Protection Program, particularly as it relates to a similar and related NRC program Emergency Core Cooling Systems, in Washington, D.C. on July 31, 1985 to continue the review of the proposed revision to Appendix K of the 10 CFR 50.46; review implementation of Appendix K analysis effort for GE BWR's; discuss RCP trip issue resolution; and discuss NRR's ECCS-related issues of ongoing concern Class '9 Accidents, in Washington, D.C.
