SUBJECT:

GAP ALLEGATIONS REGARDING COMANCHE PEAK EAM ELECTRIC STATION The attached Report of Interview documents allegations by Billie Garde, Director, Citizens Clinic, Government Accountability Project, during my interview of her on November 1, 1984. Garde outlined three instances where, in essence, Region IV, NRC, and the Office of Investigations (OI), NRC, took no action when notified of wrongdoing by Texas Utilities Generating Company (TUGCO) management. Garde questions the decisions made by Region IV and 01 and wants 0IA to determine the appropriateness of NRC's response to reports of wrongdoing by the utility.

It should be pointed out that the infomation provided by Garde during this interview was reportedly discussed during recent testimony before NRC Adminis-trative Judge Peter B. Bloch during the Atomic Safety and Licensing Board Hearing regarding Comanche Peak Steam Electric Station. Garde stated that Judge Bloch indicated his dissatisfaction with NRC's handling of the reports of wron'gdoing by TUGC0. Additionally, GAP will allow OIA to review and use whatever documentation it has gathered concerning these allegations.
