Units 2/3 ODCM Changes in Revision 18 This explanation section for the 00CM changes contain sufficiently detailed information to support the rationale for the changes without benefit of additional or supplemental information. Revision 18 to the Units 2/3 00CM was adopted in order to update the dose parameter tables (pages 2-28 through 2-60), to reflect the latest Land Use Census. In addition, Section 2.4 has been changed in its entirety to reflect a more definitive calculation of 40 CFR 190 dose limitations. Monitor 3RT-7804 has been supplanted by 3RT-7828 for the purpose of containment purge monitoring. Flow rates for containment purge have been revised upwards to maximum expected values based on RT-7828 flow measurements. The changes in this revision to the ODCM do not reduce the accuracy or reliability of the dose calculations or setpoint determinations. This revision was revierd and found acceptable pursuant to Technical Specification 6.5.2.9 on March 17, 1986, and became effective on March 19, 1986. The changes are detailed below.

a. The values in Tables 2-5 through 2-14 are obtained using the " PARTS" code based upon the input data given in Table 2-15 which is appropriate to the 1985 Land Use Census occupancy data. The listings for Table 2-5 through 2-14 giving the receptor distance, sector, X/Q and D/Q information is obtained from the "X0QD0Q" code.

This code uses data from the 1979-1983 Dames & Moore report on site-specific wind frequencies, continuous release considerations and terrain recirculation factors. The actual distance to the receptor in each sector is used. i The new tables and new values throughout the 4R tables including distances, X/Q and D/Q values are a result of reassessments made by the 1985 Land Use Census,

b. Table 2-5, page 2-32, includes a new location; " Trestles Beach Tower."
c. Table 2-6, pages 2-34 and 2-39, includes two new locations; " Surf Beach Guard Shack" and "S.C. Res. W-Garden," respectively,
d. Table 2-7, page 2-43, includes a new location, "S.C. Ranch Parking."

9. Section 2.4, page 2-70, the " Total Dose to the Most Likely Member of the Public", has been revised. A more precise calculation of total dose consists of five equations which are: I
a. Equation (2-20), page 2-70, determines the annual total organ dose for all units, all pathways, over the most recent twelve months.

This equation uses equation (2-21) below to calculate maximum gaseous organ dose,

b. Equation (2-21), page 2-70, determines maximum gaseous pathway organ dose. This equation selects the most restrictive age group / pathway by using Table 2-4, the " Controlling Location Factors". This table lists the highest gas dose attributable to each isotope of all combinations of age group, pathways and sector,
c. Equation (2-22), page 2-71, determines the annual total whole body dose for all units, all pathways, over the most recent twelve months.

This equation calculates maximum whole body gaseous dose by incorporating equation (2-21) above.

d. Equation (2-23), page 2-71, is the direct dose component of caustion (2-22) above. This replaces the former equation (2-22).
e. Equation (2-24), page 2-72, determines the annual total thyroid dose for all units, all pathways, over the most recent twelve months.

This equation determines maximum gaseous thyroid dose by incorporating equation (2-21) above.

2.1.3 CONTAINMENT PURGE - 2RT-7828, 3RT-7828, 2RT-7865, 3RT-7865 (Continued) 2.1.3.1 Maximum permissible Alarm Setting (RT-7865) The maximum permissible alarm setting for the Wide Range Gas Monitor expressed as a maximum release rate (pCi/sec) is determined by converting the concentration at the detector, Cd't (pCi/cc),to an equivalent release rate in pCi/sec.           .2   Maximum Permissible Alarm Setting (2RT-7828)

The maximum permissible alarm setting for 2RT-7828 is in pCi/cc and is the smaller of the values of Cdet2(uC1/cc) from equations (2-6) and (2-6a). If there is no release associated with this monitor, the monitor setpoint should be established as close as practical to background to prevent spurious alarms yet assure an alarm should an inadvertent release occur. 2.1.4 WASTE GAS HEADER 7865, 2/3RT-7808 For the purpose of Specification 3.11.2.1, the alarm setpoint ( level for noble gas monitors is based on the gaseous effluent flow rate and the meteorological dispersion factor. Since the waste gas header discharges to the plant vent stack, either 3RT-7865 or 2/3RT-7808 may be used to monitor waste gas header releases. The concentration at che detector corresponding to a total body dose rate of 500 mrem /yr or a skin dose rate of 3000 mrem /yr at the exclusion area boundary is determined by using equations (2-1) or (2-2) with sample concentration (C j) and (Cgog) being obtained from the waste gas decay tank to be releas<ad. The smaller of the values of maximum permissible concentration (Cdet) from equation (2-1) or (2-2) is to be used in de'ermining the maximum permissible monitor alarm setpoint. 2/3RT-7808 The maximom permissible alarm setting (cpm) is determined by using the calibration ' constant for plant vent stack monitor 7808 given in Tabic 2-1. The maximum permissible setpoint is the cpm value corresponding to the concentra-tion Cdet, (smaller value from equation (2-1) or (2-2)).

2.4 TOTAL DOSE CALCULATIONS (3.11.4) ( 2.4.1 Total Dose to Most Likely Member of the Public The total annual dose or total dose commitment to any member of the public, due to releases of radioactivity and to radiation, from uranium fuel cycle sources within 5 miles of the Site is calculated using the following expressions. This methodology is used to neet the dose limitations of 40 CFR 190 per twelve consecutive months. The transportation of radioactive material is excluded from the dose calculations. The Annual Total Dose is determined monthly for maximum organ (gas & liquid), whole body (gas & liquid) and thyroid (gas & liquid) to verify that the Site total ( (Units 1, 2 and 3) is less than or equal to 25 mrem, ) 25 mrem and 75 mrem respectively.
