LCA 129 P:ga 1 of 1 i This LCA changes the Trojan facility organization shown in Technical i Specification Figure 6.2-2 such that both the onsite and offsite (headquarters) nuclear quality assurance organizations report to the Manager, Nuclear Quality Assurance. This change is shown in a copy of 4 -Figure 6.2-2 (see Attachment A).

, REASON FOR CHANGE j This change is requested to revise Trojan Technical Specification Figure 6.2-2 to indicate the Trojan facility organization, with the Plant and headquarters quality assurance groups both reporting to the Manager,

! Nuclear Quality Assurance. This organizational change has been made to clarify the delineation of responsibilities, as well as to improve 4

coordination and cooperation between the Plant and headquarters QA groups. Improved operating independence for the Plant QA group will also be established.

SIGNIFICANT HAZARDS DETERMINATION This change revises Technical Specification Figure 6.2-2 for agreement with the current PGE Nuclear Division Organization. The change is identified on Attachment A.

This change is administrative in nature, does not involve any modifica-tions to the Plant, to safety limits or limiting conditions for operation or surveillance requirements, and does not change the criteria used to establish safety criteria or the bases for any limiting safety system l settings o limiting conditions for operation. This change is requested i to reflect an organizational change, but the functions, duties, responsi-

! bilities, and activities of the various departments of the Facility l Organization remain unchanged.

As a result, this change has been determined to not involve a significant hazard since it would not:

. (1) Involve a significant increase in the probability or consequences of an accident previously evaluated, (2) Create the possibility of a new or different kind of accident from any accident previously evaluated, or (3) Involve a significant reduction in a margin of safety.

SAFETY / ENVIRONMENTAL EVALUATION A safety and environmental evaluation was performed as required by )

10 CFR 50 and the Trojan Technical Specifications. This review deter- i mined that an unreviewed safety question does not exist since Plant  !

operations and safety analyses are unaffected. Assigned functions,  !

duties, and responsibilities remain unchanged except for the onsite {
