SUBJECT:

THI-1 INSERVICE INSPECTION PROGRAM PELIEF FROM REQUIREMENTS OF ASME SECTION XI As prescribed in 10 CFR 50.55a(g)(4), all ASME Code Class 1, 2 and 3 components (including supports) of a pressurized water-cooled nuclear power facility shall meet the requirements set forth in Section XI (Rules for Inservice Inspection of Nuclear Power Plant Components) of the ASME Boiler and Pressure Vessel Code except where specific written relief has been granted by the Comission. By letters dated August 20, 1986 and October 20, 1986, you identified certain ASME Code requirements that were impractical to perform and also provided us with supporting technical information. Thus, pursuant to 10 CFR 50.55a(g)(5)(iii), you requested relief from these requirements.

We have completed a detailed review of your submittals requesting felief from specific ASME Section XI Code requirements. Enclosed is a Safety Evaluation (SE) describing the results of our review. To briefly sumarize, we have concluded that all relief requests, except for Item Nos. 4 and 7, are acceptable. We have determined that the relief requests are authorized by law and will not endanger life or property or the comon defense and security and are otherwise in the public interest giving due consideration to the burden that would result if the requirements were imposed on your facility.

Therefore, pursuant to 10 CFR 50.55a(o)(6)(1), we hereby grant the requested relief from Section XI of the ASME Code requirements except for relief-request No. 4, which was withdrawn, and No. 7, which was not acceptable due to insufficient information.

Mentioned, but not reviewed in the enclosed SE, is your letter dated July 6, 1981, which announced your intent to adopt into the ISI program specific portions or articles of later ASME Code publications endorsed by 10 CFR 50.55a. The letter also informed the Commission that any future changes to the TMI-1 ISI program would be accomplished on site without any formal Commission notification or awaiting specific Commission approval.
