Gentlemen:
SUBJECT: NRC INSPECTION REPORT NOS. 50-302/87-02 AND 50-302/87-06
This letter refers to the SALP management meeting in the area of security
and the Enforcement Conference, held at our request, at your facility, on
February 25, 1987, concerning a recent security event which is documented in
Inspection Report 50-302/87-02.
This meeting and Enforcement Conference
concerned activities authorized by NRC Operating License No. DPR-72 for the
Crystal River 3 facility.
The management meeting related to programmatic
problems associated with the Crystal River 3 Physical Security Program.
Our concerns about violations of regulatory requirements pertaining to the
application and maintenance of the security program were expressed to Florida
Power Corporation representatives at the meeting. The issues discussed at the
Enforcement Conference and addressed in the enclosed inspection report are
under consideration for escalated enforcement action. Accordingly, a Notice
of Violation is not being issued at this time. No response to this item is
required. However, please be advised that the number and characterization of
the violations may change as a result of further NRC review.
In accordance with 10 CFR 2.790(d) and 10 CFR 73.21, safeguards activities and
security measures are exempt from public disclosure; therefore, the enclosures
to this letter, with the exception of the report cover page which presents a
nonexempt summary, will not be placed in the NRC Public Document Room.
