Inspection Report No. 50-423/85-46

This refers to the routine safety inspection conducted by J. T. Wiggins of

this office on August 12 - 16, 1985, at the Millstone Nuclear Power Station,

Unit 3, Waterford, Connecticut, of activities authorized by NRC License No.

CPPR-113 and to the discussions of our findings held by J. Wiggins with

Messrs. L. Nadeau, V. Papadopoli and S. Sikorski at the conclusion of the

inspection.

Areas examined during this inspection are described in the NRC Region I Inspec-

tion Report which is enclosed with this letter. Within these areas, the in-

spection consisted of selective examinations of procedures and representative

records, interviews with personnel, measurements made by the inspectors and

observations by the inspectors.

Within the scope of this inspection, no violations were observed.

In fact, the

results of this inspection indicate good quality in the performance of welding

on structural steel members and on pipe supports. However, as described in

section 8 of the enclosed report, we feel that specific licensee tranagement

attention should be provided to the review of the results of preservice ultra-

sonic examinations performed by Westinghouse on the centrifugally cast stain-

less steel reactor coolant system piping.

This added attention should be

focused to verify the adequacy of the examination results in regard to the

requirements of Section XI of the ASME Code.
