BEAVER VALLEY UNIT 2 - 0FFSITE MEDICAL SERVICES FOR EMERGENCY PREPAREDNESS The recent Commission Statement of Policy on Emergencv Planning Standard 10 CFR 50,47(bl(12), published in the Federal Register (51 FP 32904) September 17, 1986, and transmitted to you with IE Infonnation Notice 86-98 dated December 2,1986, i

deals with arrangements for medical services for contaminated injured individuals.

Attachment I to the Information Notice was FEMA Guidance Memorandum MS-1, Offsite Medical Services, developed jointly with NRC to provide guidance with respect to the recent court decision Guard vs NRC, 753 F.2d 1144 (D.C. Cir.1985).

The interim guidance contained in the Comission's September 17, 1986 policy statement states the Commission believes that licensing boards, and in uncon-tested cases, the staff, may find that applicants who:

(1) have met the requirements of 10 CFR 50.47(b)(12) as interpreted by the Comission before the GUARD decision, and (2) comit to full compliance with the Commission's September 17, 1986 policy statement, meet the requirements of 10 CFR 50.47(c)(1) and, therefore, are entitled to a license on the condition of full compliance with the Comission policy statement.

Accordingly, in order for us to issue a ' cense to operate Beaver Valley Unit 2, you are reoufred to fonnally (1) confinn ti.at offsite emergency plans include a list of local or regional medical facilities which have capabilities to provide treatment for radiation exposure, and (2) comit to full compliance with the Comission's September 17, 1986 policy statement. Please provide your response no later than April 3,1987 (if any of the information was previousiv submitted, please provide the references).
