Oyster Creek Nuclear Generating Station Docket No. 50-219 Technical Specification Change Request No. 158 Pursuant to 10CFR50.90, GPU Nuclear Corporation, operator of the Oyster Creek Nuclear Generating Station (OCNGS), Provisional Operating License No. DPR-16, requests a change to Appendix A of that license.
This Technical Specification Change Request (TSCR) is in response to a NRC request (9/5/86)forareviewoftheOCNGSTechnicalSpecifications(TS) against the requirements of Generic Letter 84-11 items B, C and E.
Briefly, these items are:
(B) the maximum increase in unidentified leakage is 2 gpm within any 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> period while operating; (C) the outage time for inoperable leakage measurement instruments associated with each sump is 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />; and (E) a visual examination for leakage of the reactor coolant piping is performed during each outage in accordance with ASME Section XI, Articles IWA-5221, IWA-5241, and IWA-5242.
By a letter dated 2/4/87, GPUN provided a justification for addressing GL 84-11 items C and E, and agreed to propose limiting conditions of operation for the unidentified reactor coolant system leakage similar to GL 84-11, Item B.
This change request has been reviewed in accordance with Section 6.5 of the Oyster Creek Ts hnical Specifications, and we have concluded that this proposed change does not constitute a significant hazard consideration.
