I am responding tc your letter of October 12, 1988. As you know, my fellow Commissioners and I will receive coments from Lt. Governor Murphy at our L
Comission meetirg on October 14, 1988, concerning the Pilgrim f.uclear i
Power Station. She will represent tne Commonwealth of Messschusetts in our l
censideration of Boston Edison's request to restart Pilgrim. Also, in light of the interest expressed by rerters of the M61.sachusetts Congressional delegation, the Comission will be hearing fron several l
menters of Congress, j
The Comission's purpose in scheduling this meeting was to hear from the f
hRC staff and officials of Boston Edison on the reaoiness of the Pilgrim r
facility to resume normal operations.
The Commission's staff has already conductcc a nurber of public nietings in the vicinity of the plant in order

to obtain the views of local governicent officials as well as to hear first hand from interested members of the public.
In this regard, the Comission greatly appreciates efforts of the comunity leaders in development of i
radiological ewrgency plans for Pilgrim. We look forward to a continuing
/
cooperative e.. rt to resobe any difficulty in radiological response i
plans.
l Our decision to hear presentations from the Lt. Governor and meebers of

Congress is in keeping with cur past practice in such matters. However, you nay be assured that tho Commie.ston will not authorize restart of the Pilgrim facility until it has considered the available information and is fully confident that the health and safety of the public will Le adequately t
