RESPONSE TO VIOLATION 395/86-08-01 I.
ADMISSION OR DENIAL OF THE ALLEGED VIOLATION South Carolina Electric and Gas Company (SCE&G) is in agreement with the alleged violation.
II.
REASON FOR THE VIOLATION The interpretation by the Licensee of paragraph IV.D.3 of Appendix E to 10CFR Part 50 was to begin or initiate the notification to offsite authorities within 15 minutes rather than to complete the notification within 15 minutes. The Licensee estimated the total time to complete the initial notification to offsite State and local authorities would be approximately 30 minutes and considered this time adequate to initiate protective action to the general public.
III.
CORRECTIVE STEPS TAKEN AND RESULTS ACHIEVED The Licensee has taken the following corrective action. On April 28, 1986, additional emergency communicators were designated and trained to assist the Control Room communicator to complete the notification to offsite authorities within 15 1
minutes upon declaration of an emergency at the Virgil C. Summer Nuclear Station.
In addition, specialized telephone equipment was ordered on May 1, 1986 to provide the capability of simultaneous notification to all offsite State and local authorities. The assignment of additional communicators is an interim measure until the installation and operation of the telephone equipment. The telephone equipment is on site and will be installed and operational by July 15, 1986.

CORRECTIVE ACTION TAKEN TO AVOID FURTHER VIOLATION The failure to complete the notification of offsite authorities within 15 minutes was due to the lack of special telephone equipment to the emergency communicator.
With the installation of the specialized telephone equipment, which will provide simultaneous notification to all offsite State and local authorities, the notification can now be completed within 15 minutes.
Designated personnel who are assigned as emergency communicators will receive training in the proper procedural steps to be taken in utilizing the new telephone equipment when notification to offsite authorities is made. The training will also I
emphasize the necessity and importance to complete the notifications to offsite authorities within 15 minutes.
Procedural changes to specify the notifications to offsite authorities be completed within 15 minutes have been approved and implemented.

DATE OF FULL COMPLIANCE 1
SCE&G will be in full compliance with respect to the stated corrective action by August 15, 1986.
