e ENCLOSURE 1 NOTICE OF VIOLATION Alabama Power Company Docket Nos. 50-348 and 50-364 Farley License Nos. NPF-2 and NPF-8 During the Nuclear Regulatory Commission (NRC) inspection conducted on June 11 -

July 10, 1986, a violation of NRC requirements was identified. The violation involved administrative procedures in updating procedures and drawings after modifications. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the violation is listed below:

Technical Specification 6.8.1 requires that the applicable procedures recommended in Appendix A of Regulatory Guide 1.33, Revision 2, 1978, be established and implemented.

Appendix A of Regulatory Guide 1.33 states that safety-related system procedures should include instructions or drawings for maintenance and operations.

Administrative Procedure (AP)-1, Review and Approval of Plant Procedures, requires reviews of procedures for current conditions and adequacy and the issuance of a temporary change notice for pen changes.

AP-8, Design Modification Control, requires procedures and drawings to be updated after modifications.

Contrary to the above:

Single line drawings located in the control room were not revised to reflect specific changes in plant design as noted below:

a.

Unit 1 DC Distribution System drawing D-117082 shows SPACE at breaker #26 on 125 DC Distribution Panel ID. Breaker #26 actually supplies a termination cabinet.

b.

Unit 2 DC Distribution System drawing D-207082 shows breaker #22 on 125V DC Distribution Panel 2B supplying the Auxiliary Feed Water Pump Turbine Control Panel.

Breaker #22 is a spare breaker.

c.

Unit 2 DC Distribution System drawing D-207083 shows breaker #21 on 125V DC Distribution Panel 2D as a spare breaker. Breaker #21 is actually supplying a termination cabinet.

A temporary change notice was not issued to cover a pen change made to Unit 2 FNP-2-SOP 3,7.1,125V DC Auxiliary Building Distribution System Checklist to indicate that breaker #22 on 125V DC Distribution Panel 2E is a spare breaker and not a space.

3.

The system checklist in FNP-1-SOP 37, 125V DC Auxiliary Building Distribution System, did not include the Unit 1 DC breaker LB-15, a supply to a security inverter.

This is a Severity Level IV Violation (Supplement 1).

Docket Nos. 50-348 and 50-364 Farley License Nos. NPF-2 and NPF-8 Pursuant to the provisions of 10 CFR 2.201, Alabama Power Company is hereby required ' to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including:

(1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further viola-tions, and (5) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
