REQUALIFICATION EXAMINATION REPORT, FORT CALHOUN STATION (FCS)

During the week of May 31, 1988, NRC administered simulator examinations to employees currently licensed to operate the FCS facility. This was the final portion of the annual licensed operator requalification examinations, subsequent to the written and walk-through examinations administered during the week of March 7, 1988. The report on the March examinations wes transmitted to you by our March 28, 1988, letter. All individuals and crews successfully completed these simulator examinations. Final results for the NRC administered 1988 requalification examinations are that all eight examinees passed the written and simulator portions of the examination, and six of the eipY. passed the walk-through portion of the examinaticas.

On July 14, 1988, members of your staff and NRC met in the Reghn IV office to discuss improvements in the FCS licensed operator training prograc and lessons learned from the 1988 requalification examinations. The weaknesses identified in our March report and the results of your own examinations were specifically addressed. Your staff indicated that quantitative analysis of the 1988 '

requalification results had not been performed, nor had marginal perfor-ers been subjected to additional evaluation. At this meeting, your representatius agreed to consider these areas and to describe the identified improvements in your program. This was submitted in your letter LIC-88-707, dated August 30, 1988.

Based on the NRC requalification examinations administered in 1988, and the data provided in your August 30, 1988, letter, NRC concludes that the FCS licensed operator requalification program has improved, These improvements, along with the positive results from the small sample evaluated in 1988, indicate the FCS licensed operator requalification program is currently maintaining operator training in a satisfactory fashion. As e result, NRC has evaluated the FCS licensed operator requalification training pogram as satisfactory.

The NRC also concludes that the FCS licensed operacor training program, especially for requalification, continues to be driven by NRC-identified problems and concerns, rather that comprehersive self-analysis. The ability of the requalificaqcn program to assu e that operators maintain the D. R 0:

without regular NRC involvement has not been fully established. The NRC will i be conducting additional requalification examinations early in 1989. This l 6ffort has been discussed with appropriate members of your staff. In order to maintain a satisfactory evaluation, the 1989 NRC requalificaticn examination results must show performance comparable to 1988, such that the combined 1988-89 results meet the guidance in Examiner Standard-601, without l discovering other program weaknesses.

We acknowledge your willingness to conduct an assessment of your licensed operator training program. A meeting has been scheduled for Monday.
