This refers to the Nuclear Regulatory Commission (NRC) special inspection

!

conducted by W. Orders, D. Nelson, and R. Croteau on August 1, 1988 -

!

September 16, 1988.

The inspection included a review of activities authorized

l

for your McGuire facility.

At the conclusion of the inspection, the findings

!

i

were discussed with those members of your staff identified in the enclosed

inspection report.

Areas examined during the inspection are identified in the report.

Within

i

these areas, the inspection consisted of selective examinations of procedures

t

and representative records, interviews with personnel, and observation of

i

activities in progress.

l

The inspection findings indicate that certain activities appeared to violate

NRC requirements.

The violations descrined in the enclosed Inspection Report

[

are under consideration for escalated enforcement action.

Accordingly, no

Notice of Violation is being issued at this time and no response to this letter

[

is required.

However, please be advised that the number and characterization

of violations described in the enclosed Inspection Report may change as a

!

result of further NRC review.

An Enforcement Conference to discuss these

violations has been scheduled for October 27, 1988.

You will be advised by

separate correspondence of the results of our deliberations on this matter.

Your attention is invited to the unresolved item identified in the inspection

(

report. This matter will be pursued during future inspections.

In accordance with Section 2.790 of the NRC's "Rules of Practice " Part 2,

Title 10 Code of Federal Regulations, a copy of this letter and its enclosure
