Gentlemen:

SUBJECT: NRC INSPECTION REPORT NOS. 50-369/88-24 AND 50-370/88-24 j

This refers to the Nuclear Regulatory Commission (NRC) special inspection  !

conducted by W. Orders, D. Nelson, and R. Croteau on August 1, 1988 -  !

September 16, 1988. The inspection included a review of activities authorized l

for your McGuire facility. At the conclusion of the inspection, the findings  !

were discussed with those members of your staff identified in the enclosed i

inspection report.  ;

Areas examined during the inspection are identified in the report. Within i

these areas, the inspection consisted of selective examinations of procedures t

and representative records, interviews with personnel, and observation of i

activities in progress. l

The inspection findings indicate that certain activities appeared to violate

NRC requirements. The violations descrined in the enclosed Inspection Report [

are under consideration for escalated enforcement action. Accordingly, no  ;

Notice of Violation is being issued at this time and no response to this letter [

is required. However, please be advised that the number and characterization  ;

of violations described in the enclosed Inspection Report may change as a  !

result of further NRC review. An Enforcement Conference to discuss these

violations has been scheduled for October 27, 1988. You will be advised by (

separate correspondence of the results of our deliberations on this matter.  ;

Your attention is invited to the unresolved item identified in the inspection (

report. This matter will be pursued during future inspections. l

In accordance with Section 2.790 of the NRC's "Rules of Practice " Part 2,  !

Title 10 Code of Federal Regulations, a copy of this letter and its enclosure i

will be placed in the NRC Public Document Roon. l
