Dear Mr. Opeka:

By your application dated April 15, 1986, you requested approval for use of non-approved ASME Code Case N-411, " Alternate Damping Values for Seismic Analysis of Class 1, 2, and 3 Piping Sections,Section III, Division 1." Your application was submitted pursuant to 10 CFR 50.55a(a)3.

During June 1986, the NRC issued revised Regulatory Guide 1.84, " Design and Fabrication Code Case Acceptability ASME Section III, Division 1." The revised Regulatory Guide 1.84 endorses ASME Code Case N-411 subject to the conditions contained in the Regulatory Guide. Accordingly, ASME Code Case N-411 is now approved, it can be used by NNEC0 without prior NRC approval subject to the conditions contained in Regulatory Guide 1.84, and your April 15, 1986 application is no longer necessary.

A copy of Regulatory Guide 1.84, June 1986, is enclosed for your convenience.
