Gentlemen:

SUBJECT:

NRC INSPECTION REPORT NOS. 50-321/86-37 AND 50-366/86-37

Thank you for your responses of January 16 and 30,1987, to our Notice of

Violation issued on December 17, 1986, concerning activities conducted at your

Hatch facility.

We have evaluated your response and found that it meets the

requirements 10 CFR 2.201.

We will examine the implementation of your

corrective actions during future inspections.

After careful consideration of the basis for your request that the violations be

withdrawn, we have concluded for the reasons presented in the enclosure to this

letter that the violations should remain as presented in the Notice of

Violation.

In accordance with 10 CFR 2.790(d) and 10 CFR 73.21, Safeguards Information is

exempt from public disclosure.

Therefore, the enclosure to this letter will not

be placed in the NRC's Public Document Room.

Gentlemen:

This letter is in response to the Notice of Violation cited in Inspection

Report Nos. 50-321/86-37 and SC-366/86-37, dated December 17, 1986.

The

referenced report relates to an NRC inspection conducted November 17-20,

The inspection covered a broad range of the security operations at the

Georgia Power Company (GPC) has undertaken numercus security improvements

at both Plant Hatch and Plant Vogtie, and at our Corporate office to further

enhance the Nuclear Security Program, as indicated in previous correspondence

and meetings. We specifically wt.sh to note that GPC has created and fully

- staffed a corporate nuclear security organization that monitors and provides

Security Operations.

The recent Regulatory

assistance and direction to Plant:

Effectiveness Review of Plant Hatch, which concentrated - on actual physical

security issues, resulted in a favorable preliminary report on the security
