Gentlemen:

This refers to the inspection conducted by Mr. R. V. Azua of this office during

the period September 21-24, 1988, of activities authorized by NRC Operating

License NPF-76 and Construction Permit CPPR-129 for the South Texas Project.

Units 1 and 2, and to the discussion of our findings with Mr. M. Polishak and

S. Phillips at the conclusion of the inspection.

Areas examined during the inspection included the Unit 2 Structural Integrity

Test and Containment Integrated leak Rate Test. Within these areas, the

inspection consisted of selective examination of procedures and representative

records, interviews with personnel, and observations by the NRC inspector.

The

inspection findings are documented in the enclosed inspection report.

Within the scope of the inspection, no violations or c.Jviations were

identified.
