Gentlemen:
This refers to the routine safeguards inspection conducted by Mr. B. Drouin and
Ns. G. M. Christoffer of this office on June 9-13 and the management meeting
conducted on July 15, 1986, of activities at Davis-Besse Nuclear Power Station
authorized by NRC Operating License No. NPF-3 and to the discussion of our
findings with Mr. Kronberg and other members of your staff at the conclusion
of the onsite inspection.
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.
During this inspection, certain of your activities appeared to be in violation
of NRC requirements.
You will be notified by separate correspondence of our
decision regarding enforcement actions based on the findings of this inspection.
No written response is required until you are notified of the proposed
enforcement action. However you are requested to provide additional
information on concerns which we developed in the areas of manag'ement
effectiveness and testing and maintenance (Sections 7 and 8 of the enclosed
report).

Areas examined during this inspection concern a subject matter which is exempt
from disclosure according to Part 73, Title 10, Code of Federal Regulations,
Section 73.21(c)(2). This information must be handled and protected in
accordance with the provisions of 10 CFR 73.21. Consequently, our report of
the inspection, and your response to the concerns identified in the inspection
report to this letter will not be placed in the NRC Public Document Room.
Therefore, your statement of corrective action regarding the concerns
identified in the inspection report should be submitted as a separate
enclosure to your transmittal letter in the manner prescribed.
The responses directed by this letter and the accompanying Notice are not
,
subject to the clearance procedures of the Office of Management and Budget

as required by the Paperwork Reductica Act of 1980, PL 96-511.
