Gentlemen:

This refers to the inspection conducted by Messrs. W. D. Johnson and

C. C. Harbuck of this office during the period February 1-28, 1987, of

activities authorized by NRC Operating Licenses DPR-51 and NPF-6 for Arkansas

Nuclear One, Units 1 and 2, and to the discussion of our findings with

Mr. J. M. Levine and other members of your staff at the conclusion of the

inspection.

Areas examined during the inspection included opere.tional safety verification,

maintenance, surveillance, the significant event review program, followup on

licensee event reports, allegation followup, IE Notice followup, low

temperature overpressure mitigation systems, and the Unit 1 emergency operating

procedure. Within these areas, the inspection consisted of selective

examination of procedures and representative records, interviews with

personnel, and observations by the NRC inspectors. The inspection findings are

documented in the enclosed inspection report.

During this inspection, it was found that certain of your activities were in

violation of NRC requirements. Consequently, you are required to respond to

this violation, in writing, in accordance with the provisions of Section 2.201

of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal

Regulations. Your response should be based on the specifics contained in the

Notice of Violation enclosed with this letter.

During this inspection, it was also found that another of your activities

appeared to be in violation of NRC requirements. As discussed in our telephone

conversation on March 13, 1987, with you, we have scheduled an enforcement

l conference in our office at 10:00 a.m. on April 3,1987, to discuss your

l- understanding of this apparent violation, the reason for the occurrence, and

? your corrective actions.

The response directed by this letter and the accompanying Notice is not subject

to the clearance procedures of the Office of Management and Budget as required

by the Paperwork Reduction Act of 1980, PL 96-511.
