APPENDIX A NOTICE OF VIOLATION.
Arkansas Power & Light Company Docket: 50-313/87-05 Arkansas Nuclear One, Unit 1 License: DPR-51 During an NRC inspection conducted during the period February 1-28, 1987, a violation of the NRC requirements was identified. The violation involved failure to follow a procedure in the operation of the makeup pump room coolers.
-In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR.Part 2, Appendix C (1986), the violation is listed below:
Unit 1 Technical Specification 6.8.1 requires that written procedures be established, implemented, and maintained covering the activities recomended in Appendix A of Regulatory Guide 1.33, November 1972.
s Section C of Appendix A of this Regulatory Guide recommends procedures for startup and operation of the emergency core cooling system.
Supplements II, III, and IV of Procedure 1104.02 require that at least two of the three makeup pump room coolers be in operation during power operation, and that all three should be running if available.
Contrary to the above, on February 10, 1987, with the reactor in power operation, only one makeup pump room cooler (VUCM-7A) was operating. The other two room coolers (VUCM-7B and VUCM-7C) were operable, but they were turned off.
This is a Severity Level IV Violation.

Pursuant to the provisions of 10 CFR 2.201, Arkansas Power & Light Company is hereby required to submit to this office, within 30 days of the date of this Notice, a written statement or explanation in reply, including:
(1) the reason for the violation if admitted; (2) the corrective steps which have been taken i
and the-results achieved; (3) corrective steps which will be taken to avoid further violations; and (4) the date when full compliance will be achieved.
Consideration may be given to extending your response time for good cause shown.
