Dear Mr. C'hairman:

Pursuant to Section 236 of the Legislative Reorganization Act of 1970, the Nuclear Regulatory Commission (NRC) hereby submits a statement on the actions that have, are being, or will be taken with regard to the recomendations made by the Comptroller General of the United States in a report entitled, "Before Licensing Floating Nuclear Power Plants, Many Answers A.re Needed."

The responses to these recommendations, which are enclosed, were prepared by the NRC staff with no prior review or comment by the ,

Commissioners. This approach to satisfying the requirements of the above-referenced statute was deemed appropriate under the unusual circumstances present in this matter. Many of the points raised in the GA0 report required an NRC response which involved a discussion of issues that are presently being litigated in a contested on-the-record public hearing on the application of the Offshore Power Systems for an NRC manufacturing license for float-ing nuclear power plants. Because the rulings and decisions on ,

those issues by the presiding Atomic Safety and Licensing Board will very likely come before the Commissioners for review in connection with their adjudicatory responsibilities, it would not be appropriate for the Commission to comment on these issues at this time.
