By "05000321/LER-1986-015, :on 860331,isolation of RHR Reactor Shutdown Cooling Suction Inboard Primary Containment Isolation Valve [[SSC" contains a listed "[" character as part of the property label and has therefore been classified as invalid. Occurred.Caused by Inadequate Procedure.Procedure 57SV-SUV-007-1S Will Be Revised|letter dated April 30, 1986]], Georgia Power Company (GPC) requested temporary relief from an NRC position that Note 5 of ASME Code Section XI, Table IWB-2500-1 prohibits the withdrawal of control rods prior to performing the required pressure tests on the primary reactor coolant system.
It is our understanding that GPC's request followed discussion.between GPC and Region II

on April 29 and 30, 1986 concerning an NRC position regarding Code pressure test requirements. The position is described in an internal NRC memorandum from R. Bernero to A. Gibson, dated April 29, 1980 (copy enclosed) which stated, in summary, that in addition to requiring that pressure tests be performed prior
.to pulling control rods also required that the tests be performed with the system completely filled with water (water solid).
From your letter and discussion with your staff we understand that GPC has no procedures for performing tests in this manner and it would take GPC at least 4 days to prepare and adequately review procedures to perform the tests without nuclear heating.
In view of 1) the past history of this activity where the staff has permitted GPC to perform these tests using nuclear heat, 2) the late arrival of the staff position, 3) the importance of assuring that adequate procedures are prepared and carefully reviewed prior to implementing-them, 4) the delay this f
procedure preparation would cause in restarting Hatch Unit I which had been i
scheduled to pull. rods during the night of May 1, 5) our conclusion that there is minimal difference in the safety afforded by the testing as performed by GPC using nuclear heat versus testing in accordance with the staff position on the code requirements, 6) our desire to consider new information that may have a bearing on this recent staff position and GPC's promise to seek a ASME Code interpretation of these testing requirements within 2 or 3 months, and i
