i The following violation was identified during an inspection conducted on February 22 - March 21, 1986. The severity level was assigned in accordance with the NPC Enforcement Policy (10 CFR Part 2, Appendix C).
Unit 2 Technical Specification (TS) 6.8.1.a requires that procedures shall
- be implemerted for Energency Core Cooling Systems (ECCS) in accordance with Appendix "A of Regulatory Guide 1.33. Revision 2, February 1978.
l Contrary to the above, on February 25, 1986, the Core Spray (CS) system jockey pump, 2E21-C002A, was found in a turned "0FF" position rather than in i its "AUT0/RUN" position, as required by procedure, 3450-E21-001-2, Revision l 0. This pump had been turned "0FF" on February 22, 1986, for oil addition, and equipment status change was not entered into the Plant Operator's Log, as required by procedure, 31G0-0PS-007-05, Revision 0.
This is a Severity Level V violation (Supplement 1).
Pursuant to 10 CFR 2.201, you are required to submit to this office within 30 days of the date of this Notice, a written statement or explanation in reply,
> including: (1) admission or denial of the alleged violation; (2) the reasons for the violation, if admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid further violation; and (5) the date when full compliance will be achieved.
