CHANGES TO FINAL DRAFT TECHNICAL SPECIFICATIONS FOR CLINTON POWER STATION, UNIT 1 By letter dated June 18, 1986, we sent you a copy of the final draft Tech-nical Specifications, and by letter dated August 21, 1986, we sent you a number of changes to the final draft Technical Specifications that were based on resolutions to the staff's and Illinois Power Company's (IP) comments.

Since the August 21, 1986 letter, the staff has reviewed certain additional proposed changes to the Technical Specifications docketed by IP. These changes have been incorporated into the final draft Technical Specifications.

You are requested to review these changes and certify that the Clinton Tech-nical Specifications, as modified by the enclosed pages, are consistent with the Clinton FSAR, the staff SER and supplements thereto, and the as-built facility. You sho~uld provide your certification at least several days prior to your proposed low power licensing date.
