Dear Mr. Anderson:
Thank you for your' response of January 27, 1998, to our Notice of Violation issued on December 29, 1997, concerning activities conducted at your Crystal River facility. We have evaluated your response and G nd that it meets the requirements of 10 CFR 2.201 with _the following except.
We have determined we need more information in two areas regarding-your response to Violation 50-302/97-17-01, for safety assessments that did not adequately reflect modification f mctional tesicontent.
Your response did not address differences in the development and review process for a modification functional test procedure versus the development and review process for a normal plant procedure or work instruction. We consider that
-this-inconsistency contributed in allowing the issuance of the functional test procedure without a review by oae plant review committee.
Please address these differences and corrective actions determined by you. if any, to be needed to address these and provide that information in a revision to this response.- Also, please address the ar.sessment of a subsequent similar problem-identi11ed on December 31. 1997. with the safety analysis for the functional test procedure for MARS 96-11-02-01 and 02. High Pressure _ Injection Recirculation Piping Modification. As discussed at the exit meeting and in Inspection Report 50-302/97-19. the inspectors considered that problem another
. example of a safety a:sessment that did not adequately reflect modification functional test content.
Your staff had agreed to address the problem in the scope-of their response and corrective action to Violation 50-302/97-17-61.
We request that you provide a supplemental response to address the above concerns within 30 days of the date of this letter.
