Subject: Systematic Assessment of Licensee Performance (SALP) Report Number

50-443/85-98

This refers to the SALP for the Seabrook Station, conducted by this office on May

14, 1986 and discussed with you and your staff at a meeting on June 10, 1986.

The list of meeting attendees is attached as Enclosure 1. The NRC Region I SALP

Report is provided as Enclosure 2 and covers the period January 1, 1985 through

March 31, 1986. Several minor typographical errors have been corrected since is-

suance of the Board Report. Your response dated July 10, 1986, submitted pursuant

to our letter of June 5,1986, indicated that you did not desire to make additional

comments regarding the SALP Report. These letters are provided as Enclosures 3

and 4.

Our overall assessment of activities at Seabrook Unit 1 during the assessment

period is that your performance reflected a commitment to quality construction as

well as thorough operational planning to ensure readiness for fuel load and safe

operations thereafter. While this facility evaluation is considered a positive

reflection of strong management involvement in the completion of Unit 1 construc-

tion and a smooth transition into operations, we note that operational programs

are still under development.

No reply to this letter is required. We believe that our meeting with you and the

resulting interchange of information were beneficial and improved mutual under-

standing of your activities and our regulatory program.
