Dear Mr. Martin:
Special Report on Inoperability of Fire Barrier The Omaha Public Power District (OPPD), holder of Operating License DPR-40, submits this special report pursuant to the requirements of Fort Calhoun Station Unit No.1, Technical Specification Section 2.19, " Fire Protection System".
This special report is intended to supersede a previous report (LIC-86-399) dated August 1, 1986.
The previous report stated that a continous firewatch was established for the inoperable fire barrier.
However, the previous report I
should have also stated that after verification of fire detector operability, the continuous firewatch was replaced by an hourly firewatch.
Fort Calhoun Station Unit No.1 Technical Specification Section 2.19(7) re-quires that all penetration fire barriers protecting safety-related areas shall l
be functional (intact). With a penetration fire barrier nonfunctional, within one hour, either established a continuous firewatch on at least one side of the affected penetration, or verify the operability of fire detectors on at least one side of the penetration and establish an hourly firewatch patrol.
Restore the nonfunctional penetration to functional status within seven days, or pre-l pare and submit within an additional 30 days a report to the Nuclear Regulatory Commission.
This report is being submitted pursuant to Technical Specification 5.9.3.
On May 18, 1986, the floor plug separating fire areas 34A and 34B was removed for the installation of modification MR-FC-81-92, " Emergency Exit from Room 20 I
to Room 57".
Since this, and other activities associated with MR-FC-81-92, rendered the fire barrier separating the fire areas inoperable, a continuous firewatch was established at that time.
Fire detectors were verified to be operable and an hourly fire watch patrol was then initiated to replace the l

The fire barrier has been inoperable in excess of seven days. The modification is as yet incomplete, and the fire barrier will remain inoperable until the modification work is completed.
The firewatch will continue until the fire barrier is restored to operability at which time the firewatch will be terminated. This is estimated to be on or about September 1, 1986.
Due to an oversight (which is being dealt with internally via Operations Inci-dent Report No. 2504 to prevent recurrence), this report was not issued within the 30 day limit specified in Technical Specification 2.19(7); a follow-up re-port will be issued within 30 days after restoration of fire barrier integrity.
