Blowout Panels Outside the Design Basis Because of '

Construction Error.'

Per your raquest stated in Reference 1, the Mechanical Engineering Branch (EMEB) has reviewed the technical adequacy, within its scope of review, of NMPC design calculations associated with LER 95-05 (Reference 2). The LER reported that the blowent pressure capacities of butiding blowout panels in the Reactor and Turbine buildings at Nine Mile Point. Unit 1 (NMP1), were underestimated and outside the licensing basis for this plant, as a result of an initial construction deficiency and sub. sequent technical deficiencies in NMPC design calculations performed in 1993. These calculations were serformed to determine the actual blowout capacities of the blowout panels in tiese buildings.

In addition, a concern was also expressed during an enforcement conference held on April 12, 1996, between Region I staff and NMPC, regarding the safety of the condensate storage-tanks housed in the Turbine buildin a blown out relief panel impacting the roof of this butiding.g in the event of CME 6 reviewed the 1993 calculations and verified that they were technically inadequate. EMEB also reviewed subsequent NMPC calculations performed in 1995 to correct the deficiencies of the 1993 calculations and also found them technically inadequate. NMPC revised these calculations, and these were provided to the staff during an audit meeting held at NMP1 on August 20, 1996.

technically deficient, and NMPC submitted revised calculations, which the staff found acceptable.

A detailed evaluation of the calculations is provided in the attached EMEB safety evaluation. .
