Gentlemen:

Subject: Inspection No. 50-354/86-28

This refers to the routine physical security inspection conducted by Mr. R. J.

Bailey of this office on May 27-30, 1986 at the Hope Creek Nuclear Generating

Station, Hancocks Bridge, New Jersey of activities authorized by NRC License

No. NPF-50 and to the discussions of our findings held by Mr. Bailey with

Mr. Moeller and other members of Public Service Electric & Gas Company's staff

at the conclusion of the inspection.

The purpose of this inspection was to determine the quality of the training

program for security personnel at the Hope Creek / Salem Nuclear Generating

Stations and their ability to carry out their assigned duties. The findings

of the inspection are described in the NRC Region I Inspection Report which is

enclosed with this letter. The inspection consisted of monitoring

reexaminations administered to a statistically selected sample of security

personnel in qualification and requalification tasks; interviews of security

personnel; and review and evaluation of examination results.

Within the scope of this inspection, no violations were observed. The

inspectors determined that, with a 95% confidence level, security personnel

are sufficiently knowledgeable to carry out their assigned duties. While

there were failures on certain examinations, the inspectors determined that

these failures did not constitute a significant weakness in your training or

security programs. Remedial training was promptly initiated by your staff

for those personnel who failed any test and each such indivi. dual was subse-

quently requalified.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure

will be placed in the NRC Public Document Room.
