- 1. The functional fragility of the switchgear is assumed to correspond to function during the earthquake, without the consideration of device specific relay chatter.
- 2. The functional fragility is assumed to be adequately estimated from the tested levels in the qualification tests since no anomolles were observed during the test.
The c.ualification report (Ref. 3) is used as the basis for the fragility evaluation.
- 3. The horizontal response of the switchgear is assumed to govern its capacity, because the switchgear is relatively stiffer in the vertical direction.

The test response spectrum is compred to the required demand response spectrum and other factors are included to account for various conservatisms and uncons6rvatisms and the corresponding variabilities. These fragilities will be used in the IPEEE Seismic Probabilistic Risk Assessment (PRA). PGA is expressed as average spectral acceleration over the 1 to 10 Hz range and is 1.43g at the SSE level and 2.86g at the 2XSSE level (Ref. 4). N% iv vis t u 4. ei_.c~ o to ou tu cm m - g m - i c,, w w.ig, METHODOLOGY gem sn nr The methods and table values provided in EPRI TR-103959 [Ref.1) are used to develop the relay fragility values based on testing. Relay fragilities are calculated for the 4 - 16 Hz frequency range which is considered most susceptible to relay chatter. The " controlling" frequency is that at which the ratio of TRS to RRS, e is the smallest. RRS, takes into consideration the cabinet's amplification factor. GERS data from Ref. 2 may be used as the TRS for the relays when device test data is not available. The vertical direction generally does not govern for relay chatte. because of the relay orientation inside the cabinet. Based on a review of the construction of the relays, the relay contacts are configured to operate along the horizontal axes.
