1. The functional fragility of the chiller is assumed to correspond to function during the earthquake, withot;t tha consideration of device specific relay chatter.
2. The functional fragility is assumed to be adequately estimated from the tested levels in the qualification tests of the chiller control panel. The qualification report (Ref. 3) for the control panelis used as the basis for the fragility evaluation.

4.0 DESIGN INPUTS Selsmic qualification information is contained in References 3 and 4. Median floor response spectra are given in Reference 1. 5.0 METHODOLOGY The methodology described in Reference 2 for estimating the fragility of components qualified by test is adopted here to estimate the fragility of the chiller control panel. The test response spectrum is compared to the required demand response spectrum and other factors are included to account for various conservatisms and unconservatisms and the corresponding variabilities, us es ns me= ene p,_

standard deviations are also provided in Reference 2. Definition of the above factors ~ are also provided in Section 7. The factors C, Cg, C, D, and Fo are obtained from Reference 2. The test T C R response spectrum, TRS,is obtained from Reference 3. The required response spectrum, RRS, and the structure response factor, FRS, are obtained from the probabilistic response analysis of the Control (Aux.) buildin0 (Ref.1). The ratio TRS /RRSC s evaluated at the frequency of the floor spectrum where it is i C a minimum over the 4 to 16 Hz range. In addition, the anchorage of the chiller is evaluated to ensure it has sufficient strength not to be the controlling element in the fragility evaluation.
