SUBJECT:

CATEGORICAL EXCLUSION FOR REQUEST DATED JUNE 6, 1986 By letter dated June 6, 1986, Duquesne Light Company requested an amendment to Special Nuclear Materials License No. SNM.1954 to change Condition Nos.12 and 14 and to add additional monitor check sources.

As the qualifications are reviewed and found acceptable by the NRC, Condition No. 12 will be revised to state, "The minimum technical qualifications for the Operations Quality Control Inspector shall be in accordance with ANSI /ASME 45.2.6(1978)."

Condition No. 14 will be issued to reflect a change in position title. Changes in Condition Nos. 12 and 14 are administrative in nature and will not have an impact on public health and safety or the environment.

The additional monitor check sources will be sealed, and because of the small quantity, storage and use of the nuclear materials contained within the sources will pose no threat to the environment. Accordingly, the staff has concluded i

that the following conditions have been met:

1.

There is no significant increase in the type or significant increase in the amount of any effluents that may be released offsite.

2.

There is no significant increase in individual or cumulative occupational radiation exposure.

3.

There is no significant construction impact.

4.

There is no significant increase in the potential for or consequences from radiological accidents.

Therefore, in accordance with 10 CFR 51.22(c)(11), neither an Environmental Assessment nor an Environmental Impact Statement is warranted for this proposed action.
