SUBJECT:

REVIEW 0F LICENSE AMENDMENT APPLICATION DATED JUNE 6, 1986

Background

Duquesne Light Company (DLC) by application dated June 6, 1986, requested authorization for:

1.

Additional monitors, check sources, calibration sources, and a tracer.

a.

Cs-137 b.

Ba-133 c.

Cl-36 d.

Na-24 2.

An increase in the maximum quantities of the above that DLC may possess at any one time.

3.

A revision of the minimum qualifications of the Operations Quality Control Inspector.

4.

A change in the position title of the Radiological Operations Coordinator.

5.

A revision to the DLC plan to control the BVPS-2 Fuel Building and adjacent area for temporary storage of fuel from the date of receipt until operating license issuance.

6.

Establishing a temporary Controlled Access Area (CAA) at its BVPS-2 property, under the provisions of 10 CFR 76.67(f).

7.

A revision to the licensee's address on Materials License No. SNM-1954 (Condition 2) and on the Amendment to Indemnity Agreement No. B-73 Amendment No. 8.

-Organization The licensee requested modification of the minimum qualifications of the Operations Quality Control Inspector in conformance with ANSI /ASME N45.2.6-1978 as referenced in Regulatory Guide 1.58, " Qualification of Nuclear Power Plant Inspection, Examination, and Testing Personnel." This is consistent with that approved by NRR and is equivalent to the minimum qualifications in the current SNM-1954 license.

Condition 12 be revised to read as follows:

Condition 12. The minimum technical qualifications for the Operations Quality Control Inspector shall be in accordance with ANSI /ASME N45.2.6-1978, " Qualifications of Inspection, Examination, and Testing Personnel for Nuclear Power Plants."

The licensee also requested modification of the position title of the Radiological Operations Coordinator in Condition 14.

Since the minimum technical qualifications for the position remains the same, it is recommended Condition 14 be revised to read as follows:

Condition 14.

The minimum technical qualifications for the Manager, Radiological Control, shall be in accordance with the requirements for " Radiation Protection Manager," Regulatory Guide 1.8, September 1975.

The licensee also requested that the mailing address in Condition 2 of the license be changed.

Since this change does not affect safety, it is recommended Condition 2 be revised to read as follows:

Condition 2.

P.O. Box 4 Shippingport, PA 15077 B.

Radiation Safety The additional monitors, check sources, and calibration sources in this application are sealed sources.

Therefore, the potential for generating airborne radioactivity from the material is minimal and the principle pathway for exposure to an individual is via external radiation. These additional sources requested by the licensee will neither affect the health and safety of plant personnel nor the environment because the small quantities of radioactive material involved are sealed sources.

There is no requested change to the activities or radiation safety controls at the facility.

All the radiation protection controls at the facility are adequate for the protection of the health and safety of the plant personnel, the public, and the environment.

The licensee also requested receipt, possession, and use of Na-24 as a radioactive tracer during power ascension testing for steam generator moisture carryover determination.

However, no information was supplied on its control during handling

and storage.

This deficiency in the application was discussed with Mr. Thomas Zog1mann (DLC).

In order to expedite the NRC review of the application, he requested the removal of Na-24 from the amendment application.

The material is not required until the operating license is issued.

C.

Nuclear Criticality Safety There is no requested change to the type or quantity of fissile material at the site.

Therefore, nuclear criticality safety controls at the facility are adequate.

D.

Environmental Effects There is no requested change to the environmental protection requirements of the facility.

None are required since the authorized activities remain unchanged.

In addition, the changes in Conditions 2, 12, and 14 of the license are administrative and organizational in nature.

In accordance with 10 CFR 51.22(c)(11), neither an Environmental Assessment nor an Environmental Impact Statement is warranted for this proposed action.

E.

Physical Security The revised Physical Security Plan for the protection of special nuclear material of low strategic significance titled, " Plan to Control the BVPS-2 Fuel Building for Temporary Storage of Fuel" transmitted by letter dated June 6, 1986, has been found acceptable by the NRC (letter Willard B. Brown to J. J. Carey dated June 27, 1986).

Therefore, Condition 20 will be revised to read:

Condition 20.

The licensee shall maintain and fully implement all provisions of the Commission approved Physical Security Plan, including changes made pursuant to the authority of 10 CFR 70.32(e). The approved Physical Security Plan consists of " Plan to Control the BVPS-2 Fuel Building for Temporary Storage of Fuel,"

transmitted by letter dated June 6, 1986.

The Physical Security Plan shall be withheld from public disclosure pursuant to 10 CFR 2.790(d).

General The amendment application was discussed with Mr. William M. Troskoski, Region I Senior Resident Inspector, on July 7,1986, and with Mr. Lester S. Rubenstein, NRR Director, PWR Project Directorate #2 (Division of PWR Licensing-A), on July 10, 1986.

They foresaw no safety or environmental problems with the change in the licensee's mailing address, possession limits, minimum qualifi-cations of the Operations Quality Control Inspector, position title of the Radiological Operations Coordinator, and the Physical Security Plan.

JUL 2 51986 Conclusions and Recommendations The staff recommends approval of the amendment application with the modification of the following conditions which now read as follows:

Condition 2.

P.O. Box 4 Shippingport, PA 15077 Condition 80.

400 mil 11 curies of Cs-137, maximum of 200 millicuries per source Condition 8E.

30 microcuries of Ba-133, maximum of 15 microcuries per source Condition 8F.

100 microcuries of Cl-36, maximum of 15 microcuries per source Condition 12.

The minimum technical qualifications for the Operations Quality Control Inspector shall be in accordance with ANSI /ASME N45.2.6-1978, " Qualifications of Inspection, Examination, and Testing Personnel for Nuclear Power Plants."

Condition 14.

The minimum technical qualifications for the Planager, Radiological Control, shall be in accordance with the requirements for " Radiation Protection Manager," Regulatory Guide 1.8, September 1975.
