ZION NUCLEAR POWER STATION, UNITS 1 AND 2 - WITHDRAWAL OF AMENDMENT REQUESTS (TAC NOS. M97203, M97204, M97205, M97206, L

M97239 AND M97240)

Duar Mr Kingsley:

By three letters dated November 7,1996, Commonwealth Edison Company (Comed) applied for three amendments to Zion Nuclear Power Station, Units 1 and 2. The first proposed amendment would have changad Technical Specification (TS) surveillance requirements frc.Ti verifying greater than or equal to 17 percent steam generator secondary side wide range water level to greater than or equal to 17 percent steam generator secondary side narrow range water level.

The second proposed amendment would have changed the TS values for the reduced power range neutron flux high setpoint trip that are specified whon one or more code main steam safety valves are inoperable. The third proposed amendment would have clarified the TS operability requirements for the residual heat removalloops during core alteration operations. By letter dated February 12,1998, Comed withdrew these amendment requests because they are no longer needed. By letter dated February 13,1998, Comed certified that they have permanently ceased operations at Zion Nuclear Power Station, Units 1 and 2. Since Comed has permanently ceased operations at Zion Station, the license amandmant requests submitted on November 7, 1996, are no longer needed.

We have filed the enclosed Notice of Withdrawal of Application for Amendmer,t to Facility Operating License with the Office c1 the Federal Register for peblication.

Dear Mr. Kingsley:

By three letters dated November 7,1996, Commonwealth Edison Company (Comed) applied for three amendments to Zion Nuclear Power Station, Units 1 and 2.
