SAFETY EVALUATION OF THE INSERVICE TESTING PROGRAM THIRD TEN.

YEAR INTERVAL FOR PUMPS AND VALVES CALVERT CLIFFS NUCLEAR POWER PLANT, UNIT NOS.1 AND 2 (TAC NOS. M98523 AND M98524)

Dear Mr. Cruse:

The NRC staff, with technical assistance from Brookhaven National Laboratory (BNL), has reviewed the information concerning inservice testing (IST) pregram requests for relief submitted for the third ten year intervals for the Calvert Cliffs Nuclear Power Plant, Unit Nos.1 and 2, in a Baltimore Gas and Electric Company (the licensee) letter dated April 30,1997, as supplemented October 1,1997. The third ten-year interval for Units 1 and 2 begins on January 15,1998, and ends on January 14,2008.

The staff adopts the evaluations and recommendations for granting relief or authorizing altomatives contained in the attached Technical Evaluation Report (TER) prepared by BNL, as reflected or modified in the enclosed safety evaluation (SE) Relief is granted from or altcmatives are authorized for the testing requirements which have been determined to be impractical to perform, where an attemative provides an acceptabte level of quality and safety, or where compliance would result in a hardship or unusual difficulty without a compensating increase in quality or safety. The Calvert Cliffs IST program is based on the requirements in the 1989 Edition of ASME Section XI, which references ASME Operations and Maintenance (OM)

Standard, Part 6, for IST of pumps, and OM Standard, Part 10, for IST of valves. The relief requests were reviewed against the requirements of Part 6 for pumps and Part 10 for valves. A summary of tho NRC's action is provided in Attachment i to the enclosed SE. The test deferrals for valves which are in accordance with Part 10 have been reviewed and are summarized in Section 4.0 of the TER.

The IST program requests which are granted or authorized are acceptable for implementation and the action items identified in Section 6.0 of the TER, Attachment 2, should be addressed -I within one year of the date of the SE or by the end of the next refueling outage, whichever lu  %]

later, unless another period is specified. The granting of relief is based upon the fulfillment of g any commitments made by the licensee in the basis for each relief request and the altematives proposed. Where interim relief has been granted, the licensee should resolve tho issues before ,$,

expiration of the interim period. The licensee is requested to respond to the NRC within 1 year of the date of this SE describing actions taken, actions in progress, or actions to be taken, to {'

address each of these items. CJ Program changes involving new or revised relief requests should be submitted to NRC. New or

it should be noted that two relief requests were denied and several require further action by BGE.

There are several recommendations identified in the TER. In addition, the contractor conducted an IST scope review on several systems against the requirements of the American Society of

! Mechanical Engineers (ASME) Code and the regulations. The review revealed three items that potentially were not in compliance with the Code requirements.

With the exception of the above items, BGE has maintained a focus on safety in the development of their IST program.
