Per the recommendation of Reference (a), the purpose of this letter is to notifL you of our plan to change the end date of the current Inservice Test (IST) Program interval from January 14,2008 to June 30,2008 to allow for a smooth transition to new Code requirements on the Fourth Ten-Year Interval IST Program.

Reference (b) notes that the IST Program third ten-year interval covers the period from January 15, 1998 to January 14, 2008. Reference (c) extended the second ten-year interval from the original pattern due to an extended dual unit outage. The dual unit outage starting in the spring of 1989 exceeded 11 months for Unit 1 and 25 months for Unit 2. This resulted in the extension of the second ten-year interval to the new third ten-year interval start date identified in Reference (b).

Document Control Desk June 20,2007 Page 2 The IST Program third ten-year interval is based on the requirements of Section XI of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel (B&PV) Code, 1989 Edition.

Subsections IWP and IWV refer to implementing the requirements of ASMEIAmerican National Standards Institute (ANSI) OM-6 and OM-10, respectively. Therefore, the Calvert Cliffs Nuclear Power Plant (CCNPP) third ten-year interval IST Program is based on the applicable requirements set forth in ASMEIANSI OM-1987, "Operation and Maintenance of Nuclear Power Plants," including ASMEIANSI OMa- 1988 Addenda.

The ASMEIANSI OM-1987, including the OMa-1988 Addenda does not include general requirements and thus the General Requirements, Subsection IWA, of the 1989 Edition of Section XI of the ASME B&PV Code are applicable. Extension of the interval is allowed by the 1989 Edition of Section XI of the ASME B&PV Code. Paragraph IWA-2430(d) of the ASME Code states:

"For components inspected under Program B, each of the inspection intervals may be extended or decreased by a much as 1 year. Adjustments shall not cause successive intervals to be altered by more than 1 year from the original pattern of intervals."

Additionally, Paragraph IWA-2430(e) states:

"In addition to (c) and (d) above, for power units that are out of service continuously for 6 months or more, the inspection interval during which the outage occurred may be extended for a period equivalent to the outage and the original pattern of intervals extended accordingly for successive intervals."

For certain pumps in the IST Program, relief request PR-12 has been approved per Reference (d). For these components testing is conducted in accordance with the 1995 Edition including the 1996 Addenda of the ASME OM Code. The ASME OM Code-1995 contains a general requirements subsection, Subsection ISTA. Paragraphs ISTA-2.2.3(d) and (e) contain similar wording to Section XI 1989 Edition paragraphs IWA-2430(d) and (e).

For certain valves in the IST Program, CCNPP obtained approval, per Reference (e), to use a portion of a later edition of the ASME OM Code. For these components testing is conducted in accordance with the 1998 Edition including the 1999 and 2000 Addenda of the ASME OM Code. The ASME OM Code- 1998 contains a general requirements subsection, Subsection ISTA. Paragraphs ISTA-3 l3O(d) and (e) contain similar wording to Section XI 1989 Edition paragraphs IWA-2430(d) and (e).

Therefore, each inservice test interval may be decreased or extended (cumulatively) by as much as one year. For power units that are out-of-service continuously for six months or more, the inservice test interval may be extended for a period equivalent to the outage and the original pattern of intervals extended accordingly for successive intervals.

Currently, we anticipate submitting the Fourth Ten-Year Interval IST Program by July 1, 2007. The submittal will request review and approval of any relief requests associated with the updated IST Program. The Fourth Ten-Year Interval for the IST program will start on July 1, 2008, and end on June 30,2018.
