SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE (SALP)

REPORT NO. 50-322/85- 98

The NRC Region I SALP Board has reviewed and evaluated the performance of

activities at the Shoreham Nuclear Power Station for the period March 1,1985

to February 28, 1986.

The results of this assessment are documented in the

enclosed SALP Board report dated April 21, 1986.

A meeting to discuss the

'

assessment will be scheduled in the near future at the Region I offices.

This is an important SALP in that it covers the period of transition during

which Shoreham has moved from a phase of preoperational testing to a phase of

!

operational testing and low power operation. Based on the observed performance

during this ' period, LILC0 has demonstrated that when adequate management at-

tention is given, good performance can result.

In contrast, however, several

areas were identified where improvements are needed.

These areas include

radiological controls, training and qualification, licensing activities, and

,

assurance of quality.

At the SALP meeting, you should be prepared to discuss our assessments and your

plans to improve performance. This meeting is intended to be a dialogue where-

in any comments you may have regarding our report may be discussed. Addition-

,

ally, you are requested to provide written comments within, 30 days after the

meeting delineating your corrective actions and measures instituted to address

,

the noted weak areas of performance.

In addition, in conjunction with the SALP management meeting, we request that

'

you make a presentation on the progress of your program for improvement related

to Special Inspection 86-03 and that you be prepared to discuss management's

-

participation in assuring quality work at Shoreham. Specifically, the role of

Division Managers in monitoring plant activities is of interest since the re-

port notes that numerous administrative burdens appear to restrict the active

participation of managers / supervisors at the job site.
