This letteric'oncerns unescorted access of NRC contractor employees to your facilities for the purpose of performing the Emergency-Response Facilities (ERF) Appraisal; This appraisal was,the subject of a letter from Mr. R. Fish of my staff to you dated June 19, 1986. Access to the site will be required for July 22 through 25, 1986.

i The appraisal team members have been listed in the enclosure to this letter.

Ms. C. Temple, the NRC Team Leader, has not been listed because she has already been issued a badge for unescorted access. I am requesting that the individuals identified in the enclosure to this letter be issued no escort required picture badges as authorized by 10 CFR 73.55(d)(5) for prompt access to all areas of your facility. The Department of Energy (DOE) "Q"- and "L"

. clearances equal or exceed your screening requirements.

t The personnel identified in the enclosure to this letter have completed indoctrination training in radiological protection, emergency response and security comparable to that furnished by you to regular site employees granted unescorted access. Any additional training provided by you to these team members should be limited to site specific matters required for the individuals' safety. Arrangements for this site specific training have been coordinated with Ms. C. Kergis of your staff.

We would also like to inform you of our intentions to request a walk-through (facility demonstratio'n) of the Technical Support Center (TSC). .We would like to conduct the TSC walk-through on Wednesday morning (July 23)~. This walk-through is intended to provide the team members with an opportunity to observe how this. facility will function during an emergency. -The NRC team will provide.the emergency conditions and. events at the time of the~

walk-through. We do not expect this facility.to be fully manned, however, we would like to see key persons present whenever possible.
