Northern statec Power Cornpany Monticello Nuclear Generating Plant 2807 West County Road 75 Monticello, MN 55362 rotwari 10,1998 US Nuclear Regulatory Commission Attn: Document Control Desk Washington, DC 20555 MONTICELLO NUCLEAR GENERATING PLANT Docket No. 50-263 License No. DPR-22 Plans for 1998 Refueling Outage Concerning Vessel Internals inspection at Monticello The purposs of this letter is to provide the NRC details concerning Monticello's upcoming 1998 refueling outage, reactor in vessel inspection. Results of our 1996 refueling outage inspection weie transmitted to the NRC on July 18,1996 in a letter titled "Results of 1996 Refueling Outage". Based on the 1996 inspection and subsequent evaluation, it was determined a shroud reinspection would not be required for a minimum of :wo operating cycles.
Monticello has been active in the BWRVIP in Vessel Inspection Program which has produced guidelines for inspection of various reactor vessel components. Monticello intends to follow these inspection guidelines and recommendations.
During the 1998 refueling outage, Monticello intends to peiform a detailed exanination of the i
g Core Spray Piping and Jet Pump Assemblies utilizing the guideliner cf BWRVIP 18 titled, "BWR Core Spray Internals inspection and Flaw Evaluation Guideline, and BWRVIP 41 titled, 'BWR Jet Pump Assembly inspection and Flaw Evaluation Guidelir.os.' In Vessel Visual Inspection (IWI) will be performed in accordance with NSP procedure ISI-VT-4.0, Revision 4, titled " Visual Examination Of Monticello Reactor Vessel Interior." It is our intent to use the results of these inspections to assure structural integrity of the reactor vesselinternal components is being maintained.
l We have selected Framatome Technologies Inc. as the vendor for the Monticello reactor vessel inspections. Tooling and procedures will be demonstrated on the appropriate BWRVIP mock-ups prior to the outage. Monticello personnel will be closely involved with Framatome during these demonstrations.
