SUMMARY
- HARRIS NUCLEAR PLANT - DOCET NO. 50-400 This letter refers to the meeting conducted at our request in the Region II Office on June 20, 1986.
The meeting related to Shearon Harris operational readiness, and the status of preoperational testing and construction. Enclosed is a summary of the meeting topics.
It is our opinion that this meeting was beneficial, and provided for a better understanding of the progress of Shearon Harris toward nuclear operation.
In accordance with Section 2.790 of NRC's " Rules of Practice, "Part 2, Title 10, Code of Federal Regulations, a copy of this letter and the enclosures will be placed in the NRC's Public Document Room.

OPERATIONAL READINESS STATUS A meeting ' was held in.the NRC Region II Office on June 28, 1986, to discuss
=j general status of operational readiness. of Shearon Harris and also-specific preoperational testing and construction activities proposed for deferment beyond fuel load.
t The licensee discussed the ongoing activities involved with the plant emergency drill, specifically addressing the full scale drill exemption request and the impact of local community withdrawal from the emergency plan.
A discussion ensued addressing the Region II inspection effort with respect to reviewing the licensee's remaining work efforts.
With respect to' construction status, the. licensee discussed area and systems completion and related exceptions and manpower.
Discussion focused on the remaining HVAC and fire protection construction work to be accomplished prior to 1
fuel load.
Detailed discussion was conducted on the preoperational-' tests planned for fuel load deferment, specifically addressing those tests that could not be accom-plished technically prior to fuel load and those tests that could be deferred with the plant still considered to be " essentially complete."
. (q The licensee also addressed the power ascension test program, the organizational structure and operations shift manning experience.
The NRC concluded the meeting by discussing the Region II positions on pre-operational testing and construction related activities.
Specifically, 3-hour fire wraps would have to be installed prior to fuel loadi. 0ther construction related activities would be evaluated at a later date, but.the term " essentially complete" would be used by the NRC and should. be used gby the licensee to determine what activities are completed prior to fuel load. A final discussion involved on what mechanism the licensee was using to ensure that all-activities i
were completed by. each operating mode. The NRC will' review any list or lists that the licensee is using to verify completion of identified items.
