~Re Peach Bottom Atomic Power Station, Units 2 and 3 Recently,~there have been reported failures of the boundary between the reactor coolant system and low pressurJ injection systems-in several

> plants. .In these cases, there was a degradation of the pressure f isolation valves due~to personnel errors. None of these plants '

were required'to leak-test pressure isolation valves.

-These recent operating events. indicate that the isolation valves between the reactor coolant' system and low pressure interfacing systems may not adequately protect ~against over pressurization of low pressure-systems. As such, the frequency of a LOCA, combined with a failure of-the ECCS, may result in an unacceptably high public risk.

In order'to resolve this issue, the NRC staff together with its contractor is undertaking a research' effort. For meaningful resolution of this generic. issue, we request your voluntary assistance in helping the NRC gain.certain plant specific information and data on the Peach Bottom facility. The type of information requested entails copies of certain plant surveillance testing procedures for RHR, LPCI, HPCI, and' RCIC. Also'the staff would need certain P&ID drawings for the systems mentioned above as well as RWCU. A specific list of desired information could be the subject of a information gathering visit by NRC'to Philadelphia and/or Peach Bottom.
