10 CFR 50.48 FIRE PROTECTION MODIFICATIONS, IMPLEMENTATION I
DEADLINES Re:
Cooper Nuclear Station On April 24, 1986, Generic Letter 86-10, " Implementation of Fire Protection Requirements" was sent to all power reactor licenses and applicants for power reactor licenses.
Paragraph A of that letter states that each licensee will be informed of the deadlines applicable to the corresponding plant.
We have reviewed the applicable background correspondence and regulations.
The Appendix R deadlines applicable to Cooper are as follows:
A.
For those changes that involve revisions of administrative controls, manpower changes, and training, the 10 CFR 50.48 deadline is 30 days after the effective date of the rule. The rule became effective on February 19, 1981. The deadline was thus March 21, 1981.
B.
For those modifications which do not require prior NRC approval or plant shutdown, the 10 CFR 50.48 deadline is nine months after the effective date of the rule. However, this deadline was extended by our letter of May 4,1982, to nine months after June 30, 1982. The extended deadline was thus March 30, 1983.
For those modifications covered by your June 28, 1982, exemption requests, the deadline was tolled. The staff action on those exemptions requests was September 21, 1983. This established a new deadline of June 21,.1984, for those modifications. The deadline for the modification to add a fire suppression system to the cable spreading room was extended to the end of the Cycle 10 (August 20,1985) outage by our letter dated July 2, 1984.

For those modifications which do not require prior NRC approval but do require plant shutdown, the 10 CFR 50.48 deadline is start-up after the earliest of the following events commencing 180 days or more after the effective date of the rule:
(1) the first refueling outage, (2) a planned outage that lasts at least sixty days, or (3)

an unplanned outage that lasts at.least 120 days.
For purposes of establishing this deadline, the effective date of the rule was
~
extended to June 30, 1982, by our May 4,1982, letter. The
~
l applicable outage began April 30, 1983, and ended September 1, 1983.
The deadline was thus September 1, 1983.
For modifications for which exemptions were requested, the' deadline was tolled by our September l
21, 1983 letter. The deadline for those modifications is the end of l
-the outage which began in September, 1984. That date was August 20, l
1985.
D.
For alternative shutdown modifications which require NRC pi or j
approval and plant shutdown, the deadline is start-up after the earliest of the following events commencing 180 days after NRC approval:
(1) the first refueling outage, (2) a planned outage i
lasting at least 60 days, or (3) an unplanned outage lasting at least 120 days. Barring an unplanned outage,-the deadline is thus the end of the refueling outage scheduled to end in December, 1986.

For dedicated shutdown systems installation the deadline is thirty months after NRC approval. The deadline (based on the April 16, 1984, SER date), is therefore October 16, 1986. No modifications in this category have been identified.
F.
For alternative shutdown modifications which require NRC prior approval and do not require plant shutdown, the deadline is six months after NRC approval. The deadline (based on the April 16, 1984, SER date), was therefore October 16, 1984.
Other fire protection modifications evaluated in our May 23, 1979, Safety Evaluation Report (Multiplant Action Item B-02) for which, under the terms of 50.48(b), Appendix R does not apply, were completed in 1980 according to l
information provided in your letter of May 30, 1986. The above deadlines therefore do not apply to those modifications.

Subsequent to the June 21, 1984, deadline of paragraph B, new cable separation I
analysis techniques and studies employed by the District and recent NRC staff interpretations identified that further modifications were necessary to ensure compliance with Section III.G.2. These items were. identified in your June 7, l
1985, letter and you were advised in our August 21, 1985, letter to inform i
Region IV of their completion schedule and interim compensatory measures l
instituted. Your letter of September 26, 1985, provided the above information i
to Region IV and informed them that analysis was underway regarding a.possible 1

. unreviewed safety question with one of the suggested modifications.
Please advise the Project Manager within 30 days of receipt of this letter, of the status of this. analysis and the other_III.G.2 modifications along with the status of all other remaining Appendix R modifications with respect to the above deadlines.
The reporting and/or recordkeeping requirements contained in this letter affect fewer than 10 respondents, therefore, OMB clearance is not required under P.L.96-511.
