C. 20555 The Nuclear Regulatory Commission staff has requested that Sa. gent & Lundy (S&L) prepare and submit on the docket a report on the status and expected completion of the Millstone Unit 3 ICAVP every two weeks. This is the third such report and covers the period ending 11/28/97.
Please ncte that this report covers three weeks instead of two due to the short Thanksgiving week.
STATUS The slides normally used during the monthly ICAVP status meetings have been updated to provide the status through 11/28/97 and are enclosed. A summary of that information is highlighted below:
IlfL1 The System Review Group (SRG) has essentially completed their review of the service water (SWP) and the containment spray systems (QSS/RSS), with the exception of the modifications, it has been more diffice'*, than expected to obtain the necessary to information needed to complete the modification reviews. As a result, S&L sent 8 engineers to Millstone on 12/3 to comptue the modification reviews on site for all systems except RSS. SRG work is progressing for the other system groupings, MVX and DGX, and is approximately 68% complete for each system. Similarly, the Configuration Review Grouo (CRG) has completed the walkr' owns of the SWP and QSSIRSS systems. CRG activities sie approximately 70% and 75% complete for the HVX and DGX system groupings respectively.
Operations & Maintenance and Testing Review Group (ORG) is also essentially complete with the SWP and QSS/RSS systems, with the exception of the modifications discussed above.

United States Nuclear Regulatory Commission December 5,1997 Document Controi Desk Project No. 9583-100 Page 2 During the Unit 3 Special Topics meeting held on 10/22/97 and the followup meeting held on 11/20/97, NU identifid a significaat number of modincations and calculation revisions that were being completed by NU which were being submitted to S&L for review. A summary of the additional scope associated with these changes are as follows:
136 Calculations not previously reviewed (82 of which are pipe support calculations) 72 Revised calculations which were previously reviewod (15 pipe supports) 5 New SQ reports 117 New DCNs We expect to complete the review of this additional scope by 1/15/98.
Programmatic Review Group (PRG) activities for Tier 1 include the corrective action document reviews and the review of the Design Deficiency Reports (DDRs). The corrective action document review is approximately 95% complete; however two significant issues and their associated activities must be resolved and completed. As discussed in recent cocierence calls and status meetings with NU and the NRC staff, there are still approximately 90 CA documents for which NU has not completed their processing. This means that they are not currently available for S&L to review. A decision on how to handle the remainder with respect to the completion of the other Tier 1 activities will be held with the NRC Staff. The other issue involves the NRC's intent for S&L to review the implementation activities for certain types of the Tier 1 corrective actions, such as calculations, evaluations, modifications, and other similar engineering functions. S&L has developed a criteria for selecting the appropriate corrective action documents for implementation review and has screened the more than 1500 Tier 1 CA documents and selected approximately 225 for more detailed review. NU is in the process of providing the closure packages for those CA documents. The DDR review is in process and progressing satisfactotily.
Tier 2 Discovery for the Tier 2 review being perfonned by the S&L Accident Review Group (ARG) is complete. S&L issued 45 Discrepancy reports during this review. NU has responded to 37 of them and 24 are considered closed.
1l23 The Tier 3 review being performed by the S&L Programmatic Review Group (PRG) is also essentially complete. The review of the current change processes is complete as is the review of past changes. The review of NU's implementation of their current change processes will complete this week. The NRC sample of corrective action documents is forecast to complete on 12/15/97; however there are also 7 CA documents from the NRC selected sample for which NU has not completed its processing, which may impact the completion date.
Discrecancy Reports The last three slides from the enclosed status summary provide details on the preliminary DRs, the NU provided resolutions, and the S&L review of those resolutions. In addition, a chart is attached wnich tracks the DRs and the resolution rate.
