This letter concerns unescorted access of NRC and NRC affiliated personnel to your facilities for the purpose of observing your annual emergency exercise.

This matter has been previously discussed during telephone conversations between Mr. G. Brown of my staff and F. Jackley of your staff. Access to the site will be required from August 4 through August 8, 1986.

The NRC team of observers consists of those listed in the enclosure to this letter and Ms. Rosemary T. Hogan and Ms. Gloria A. Asprer. Those persons listed on the enclosure are currently badged for unescorted access. Ms. Hogan and Ms. Asperer will be observing activitics in the Emergency Operations Facility and can be escorted when entry to the site is required. Conse-quently, no specific site training appears necessary for them.
